That doesn't necessarily mean the sync chance has been increased. It's (most likely) 50%. You just got lucky.
(more likely; it doesn't work whenever you get a flawless spread!)
Does anybody know if using a Powersaves "Quick Hatch" code makes a 'mon illegal if it hatches?
All it does is set a counter equal to 1 step left. It's undetectable so it's legal but not legitimate.

You can trade legendaries, you just can't trade special pokemon(event pokemon). Here's a list http://bulbapedia.bulbagarden.net/wiki/Category:Promotion-only_Pokémon
Deoxys should be in that list because you could only obtain it through events before gen6
If you want to search for a pokemon you haven't seen, choose the last option when you are browsing for names in the abecedarium.
