That ball combination is illegal for Deerling.

No, Contrary Inkay will always evolve into Contrary Malamar and Suction Cups Inkay will always evolve into Suction Cups Malamar.
The only way to change your Inkay's ability is by using an Ability Capsule.
You can get one in exchange for 200BP (Battle Points) in the post game's Battle Maison.
I'd personally suggest that you just catch an Inkay with Suction Cups to save you a lot of time and trouble.
