No, just NA so far. I don't know why NA has to go through the Trainer's Club magazine thing and not any other region, as opposed to just getting it via Wi-Fi globally, but that's how they're running this month's distribution.
I tried and it actually worked on UM.
Dialga and Palkia were codes everywhere, but Heatran and the monument to Game Freak's unwillingness to rectify mistakes are Wi-Fi

HA Alola starters are now available through Pokemon Bank. There's nothing else special about them, but you can pick them up at any Pokemon Center once sent to your game. The end date is currently unknown, so be sure to pick them up while you can.
They're sent to your game all at once, but are picked up one at a time, for those who want to soft reset them. They'll have your OT and such, but as it's through Mystery Gift, you probably can't Synchronize their natures.

2 out of 3 of them having actual abilities is pretty special on its own
So glad the Alola starters have their HA now. However, I wished that Liquid Voice got a damange buff like in Pixilate. Maybe in Gen 8?
Perhaps if other Pokemon get this ability by then. (if they don't decide to remove the damage boosts from the other abilities) Still, Sparkling Aria apparently can't hit past a Substitute, and hurts the partner even if it heals their burn, so now Hyper Voice is a more viable option for Primarina in doubles.
Is possible get a UB with 6 ivs vía RNG?
I get through GTS a Celesteela in Heavy Ball (makes sense) with flawless 6 ivs, I would think it could be hacked, or if there are a chance to get it vía RNG i would accept and use it

It's possible, but I'd sooner suspect the Celesteela to be hacked. 6IV anything over GTS from someone you don't know should be reason enough to be suspicious. (UB's get a minimum of 3 flawless IV's and can be soft reset or RNG'd if someone knows how to do that in gen 7)
