Not particularly, no. Z Hydro is viable on a slightly offensive spread, but the defensive merits are the main selling point and even then it does not see a ton of usage. If it cannot check Tornadus-T or Pinsir, not pivot into Heatran at all, and not sponge some stray attacks from Greninja and Landorus-T, then it will hardly be able to get in safely, so defensive utility sets are ideal.
Bulu is a good partner for Glis because it switches into Tran and deals with Ash-Gren. AV Bulu works, or you could form a double SD breaker core.

Z-Flash Cannon > Shadow Ball, ohkoes Clefable, and still just sets up in Mega Sableye's face.

It is able to check Ash Greninja, Tapu Koko, and Kartana all at once. Defensive role compression is really the main thing here, I'd say.

It has been increasing significantly in popularity recently. If it correlates to getting significant enough ladder usage to rise or not I do not know, but Gastrodon is a very viable option atm.
It has a clear niche and people sometimes like to utilize it on balanced or bulky-offense despite its shortcomings. There are worse things that remain in OU by usage, imo.
It's extremely bulky, checks a bunch of top tier mons, such as Koko, Ash-Gren, Magearna, and Bulu. It can also lure Heatran, as well as other Steel-types with the combination of Sludge Bomb and Stomping Tantrum.
I'm pretty certain its a meme bandwagon, I don't believe Blacephalon is completely unviable even though its pretty bad.
It has been gaining traction and it can rise to OU, its usage rose from 1.6% to 3.6% in one month, which means it can very well rise whenever the next tier shift is.
It's not quite as bad as people make it out to be, just that there's better megas out there.

It's really not all that good. TTar and Hippowdon are great Pokemon individually but Excadrill is honestly not that good (the best sand abuser though). Despite the fact that Celesteela and Skarmory have/are dropping off, Excadrill still has a lot to worry about, such as defensive Landorus-T, both its regular defensive set and fat scarf. I don't think sand is terribly awful but there's certainly better archetypes out there.
ignore altervisi, he has a shitty unjustified hateboner for the clown. it's absolutely viable - scarf is a decent cleaner, specs is a good wallbreaker (tears through bo if you can get it in on their defensive pivots - run hp grass to 2hko tar after rocks), and subcm is a great stall breaker (run sub cm stabs and ghost z, ive even considered fire blast over flamethrower to 2hko unaware Clefable but I haven't tried it). bare in mind it's far from perfect - it has difficulty breaking through bulky waters such as pex and mantine, its bulk is absolute garbage, its weak to rocks and despite specs having hp grass, ttar is still a pain to that set and a hard stop to all the others (patlop has mentioned a wisp trick scarf set he runs but idk how good that is - makes ttar into absolute setup fodder though).
