Calling it a check because realistically it gets Knocked Off and needs to be fully healthy no hazards on field/status to keep it at bay after losing boots. Sits on SD due to Unaware, Recover loops until it's in position to click Toxic.

Welcome back Fusion Flare! I'll let you know that Tysonslayer listed its Tapu Fini as a check, not a counter. IDK if this was intentional or not, just wanted to notify you about it in case you missed it.

For me Buzzwole resisting every attack, even +3 with Swords Dance boost, and giving easy OHKO with both Close Combat or Leech Life, makes him the perfect check. Both Skarmory and Incineroar can resist every attack Weavile can land vs them and OHKO him with Body Press or Flare Blitz, respectively.

Victini cemented itself as on of the uprising stars in the current SSOU Metagame, with its great coverage options and its hard hitting STAB in V-create. Victini also fits well on bulky offensive team versions with a numerous of teampartners such as Landorus-T, Corviknight, Tapu Koko and Weavile, with being able to U-turn out of unfavorable matchups into them. Victinis coverage choices are great and menacing, as they can torn apart common Pokemon in the tier. Bolt Strike hits very hard -- especially with the help of Tapu Kokos terrain -- Glaciate can dismantle Garchomp and Landorus-T, Scorching Sands hits Heatran and is a alternative option. What are Pokemon, which can help versus Victini? What can stop the Victory of this Star?

Can switch into any of its moves and punish it with Knock Off / Toxic / Scald and just make Victini unable to make much progress unless you get paralysed from Bolt Strike and can't recover.

O.4% is less than a crit chance so it's very unlikely to happen.

Slowbro counters Victini by avoiding the 2HKO from Bolt Strike, so you can just switch in, spam Slack Off until it misses a Bolt Strike (or runs out of PP), then 2HKO with Scald, and if it clicks U-turn you just switch out and let Regenerator heal off the damage:

Rotom-H is once again in the shadow of Rotom-W (thanks to Lando, Heatran, Garchomp etc..) after an initial period of SS OU glory. However, Rotom-H can still check certain threats better like Victini.

Rotom-H easily avoids 2HKO from Victini, and can use the chip damage it incurs during switchin to Pain Split, draining away Victini's HP while regaining its own HP back. After that, it uses Victini as Toxic or NP fodder, forcing Victini out. All these make Rotom-H a counter to Victini

Urshifu-R acts as a check against Victini while you don’t want to switch into Bolt Strike you can come into V-Create and live letting you force it out. With this gives you free opportunity to forge it out and can remove it with Surging Strikes or be able to give yourself momentum into expected switch-in with U-Turn to put yourself into a favorable position.

quagsire is a check to victini- absorbs bolt strike and only takes 24% - 29% from v-create. can get slightly hindered long term with other offensive mons in the back but can keep a consistent defense of some sort

Thanks to solid typing, Rhyperior naturally resists/is immune to 3/4 of Victini's standard moves, with V-Create being the most powerful:

252 Atk Victini V-create vs. 244 HP / 0 Def Rhyperior: 97-115 (22.4 - 26.6%) -- possible 5HKO after Leftovers recovery

The only move Rhyperior fears is Scorching Sands, but only for the burn chance, not the damage, which is still weaker than V-Create, thanks to Solid Rock (and some SpDef investment). For Victini's part, it has to pray to get the burn on a switch-in, since it otherwise cannot stay in the next turn:

72+ Atk Rhyperior Earthquake vs. 0 HP / 0 Def Victini: 336-396 (98.5 - 116.1%) -- 87.5% chance to OHKO

When the Victini does switch, the speed allows Rhyperior to outspeed certain Melmetal variants, as well as outspeed what the standard spread allows for (e.g. Hippowdown). Rock Blast punishes most Flying switch-ins (especially in conjunction with SD), but Lando-T is still a problem, and Toxic may be desired. Heat Crash at +2 destroys Ferrothorn and at +4 obliterates Corviknight.

Of course, you can always set up rocks as the Victini switches, forcing a Defog later on, so Rhyperior possesses multiple options for punishing the Victini for having the temerity to enter the field. Since Scorching Sands is an optional part of the kit, and only somewhat hampers your effectiveness at killing Victini in a 1v1 (especially with SD), I consider this to be a counter.

Hippowdon easily acts as a check of special attackers such us Victini, receiving low damage from Glaciate and U-turn, and being inmune to Bolt Strike. It can recover HP with Slack Off, only suffering several damage from V-Create. You only have to wait it to fail, while using Slack Off and take advantage from the loose of Speed, Defense and Sp. Def. Not only with Earthquake, but also with Toxic can cripple Victini. In this case, chip damage from Stealth Rock would not affect Victini, unless we add to the team some Knock Off support.

Rotom-W is a check. Even with no EVs in Defense, it avoids the 2HKO from all of Victini's attacks at full health, giving it opportunities to switch in. From there, it can threaten a KO with Hydro Pump, pivot out with Volt Switch, or attempt to status Victini or whatever switches in.

However, it does have to be careful around U-turn, since the chip damage allows V-Create and Bolt Strike to 2HKO (assuming the damage rolls are in Victini's favor). Pain Split does help, but it's not the most consistent form of recovery.

Heatran is one of the most common Victini checks around. Bulky Heatran doesn't take too much from Bolt Strike or even Scorching Sands and poses a threat to both Victini and the teams it tends to find itself on.
