And what mons would benefit from webs?
Gholdengo both loves the ability to not get outsped as much and it blocks Defog.
Baxcalibur can now run the terrifying Swords Dance, and if you thought a +1 Bax was impossible to switch into have fun switching into a +2 Bax.
Ceruledge can run it’s standard BU Flash Fire, but with Webs up it no longer has to run as much speed. It also helps spinblock.
There’s more, but these are the first three I thought of.
 
What's the general consensus on Sub + Sunny Day Walking Wake in Gen 9 OU? I've heard it's been very threatening in Nat Dex OU, but seeing as how Nat Dex OU and Gen 9 OU are very different metas, and I haven't heard much buzz about it in around here, I wanted to gauge some thoughts on it.

It's a pretty common set [Substitute 3 Moves] (usage last month in high ladder was 14.548%), it still has the same issue as other sets which is it gets walled by Slowking and Water Absorb Clodsire. It's not as good as the other choice sets (IMO) but it's a good set and definitely viable, Walking Wake will always be an issue to teams not prepared for it.
 
If Cyclizar fails to hit the 4.52% usage threshold will it fall to UU in May or is the rest of April effectively a grace period?
For Pokemon that become available in the middle of a month, their usage stats for that month won't affect their tier placements (perhaps unless they dropped very early in the month)
 
So, if there an actual date for when Home compatibility will be available? Or an estimate?
no. only spring 2023. which is extremely vague and doesn't tell us anything at all

What makes Baxcalibur not broken? Like it’s been consistently winning games with Tera Fairy DD, without anything to stop it. If it is broken, when will it be suspected?

this is a subjective question

It’s a good mon that’s why it’s in the top 10 of usage, you can’t wisp it which is a big plus for a physical attacker.

Tera makes every base mon better than it already is.

it’s currently not on the radar so unless something changes it’ll probably not get suspected anytime soon.

personal opinion: I don’t think it’s broken.

Coming in at the appropriate time and winning the game is the role of a cleaner. Successfully accomplishing that job is not inherently broken; it's only problematic when there's little counterplay, or it's too easy to create the needed opportunities.
 
Why does Kingambit run 20 Speed Evs if running bulky offense set (Kowtow,SP,SD,IH), I prefer the bulk over the speed (which is why i dont use the 144 spe variant, but is there a reason for the 20 spe Evs? or should I dump it into HP, checked smogon for the details, doesnt say anything however.

I think it’s for Azumarill. They both share the same speed.
 
I am running a core of offensive utility Iron Moth and Sweeper Iron Valiant. I was wondering what teammates would be good for this core? I am looking for a more Bulky Offense oriented team

Screenshot comes from the Marriland team builder which I recommend when trying to look at cores that can work.

Based on this you really need to find coverage for Psychic

Plus you have 1 weakness on Water, Ground, Flying

Since you're trying bulky offense I think a good partner would be Kingambit (covers Psychic and Flying)

Rotom-Wash and Dragonite also make solid partners just depends on the set you want to run (covers Water and Ground)
