How is it resistant to Surf??? Surf= SE on Ground, NVE on Water = Neutral

And also to both of the above counters, they are not counters. Scrappy makes it so Kanga can hit Ghost types with normal and fighting moves.

scrappy lets it it ghosts wit fight and normal moves, EQ still misses due to levetate.
