Okay I'm thinking you have Roar since it's the first option so here's my counter. Phazing does not count as a counter btw so this pokemon isn't countered by Hippo.

Celebi shrugs off EQ and Waterfall, and lols at a min. power Blizzard with reduced accuracy thanks to Brightpowder. It sets up a sub before Quaggy can do anything, and decide what to do from there.

None of your moves are super effective against Shedinja. Also, why have choice band with slack off?
