I dunno, I think the best way to do it is to actually randomize old and new. So, I just did a quick internet number generator with numbers assigned to vets and the 3 newbies.
So the numbers in no ranking order I came up with are:
1. Psycho
2. Teifu
3. Carl
4. Jackal
5. Wer
6. Vineon
7. Zerowing
8. Green
9. Aldaron
10. Eraddd
11. Kishimoto
12. Justin
Then based on some randomness and luck I came up with this:
Division 1
Teifu
WER
Vineon
Eraddd
Justin
Green
Division 2
Jackal
Carl
Aldaron
Psycho
Kishimoto
Zerowing
Again, just in no order but by how numbers came up, alternating between each division.
There really isnt anything wrong with doing it structured or not, but for how we ran the league these past years, we have some people who have played 3, more that have played 2, and some that have played one of the last two years and then newbies, so the ability to structure it, to me, is kind of lessened.
If you do structure it, I'd say average the position over the past two for those returning and then do something with those that have played one year.
For that, in the top 6 I would have Green, Teifu, Jackal, Carl, Myself and Aldaron. From there I guess I would do something like how they have finished each year with Teifu and Green being the top two in the regular season for two years and then Carl and Aldaron going one side and Jackal and Myself going to another.
I came up with, for this method:

And then from there, ranking our other players and splitting them up so divisons are even.
These are just divisions I through together without much thought, but feel free to use them and or comment, suggest or change them as anyone sees fit.
