Parting Shot Scrafty
There is already a Pokemon with similar physical bulk in OU, Mega Aggron, which also has a better ability, SR resistance, and more power. Of course Arcanine would have WoW, Leftovers, and Morning Sun over Mega Aggron, but SR weakness and vulnerability from the special side would still be big problems for Arcanine, not to mention that physical attackers such as Garchomp, Excadrill, Landorus-T, Mega Gyarados, and Terrakion would still be able to get past it.Fully invested Fur Coat Arcanine would have 90/209 physical defense, along with Moonlight and Will-o-Wisp and decent offense. As much love as Arcanine needs, it's a little OP. Giving stuff Fur Coat is like giving stuff Huge Power, I thought we weren't doing that.
Gonna go with Parting Shot Scrafty. Parting Shot is a crazy good move, the only problem with it is that it's only on an unfortunately bad pokemon.

Reliable recovery is huge, though, and lack of it is pretty much the only reason Aggron is in UU. If it had Slack Off or something, it could check nearly every single physical attacker in OU with the exception of some Ground types that are immune to Thunder Wave. And while leftovers are just nice, Will-o-Wisp is one of the best moves for a physical wall. Everything you listed risks gets burned on the switch, and Excadrill gets insta-gibbed by Blitz. I'm not saying it's a terrible suggestion, but on paper it's pretty crazy and would pretty much dethrone a lot of other physical walls.
Also I'd like to suggest Aggron with Slack Off.
I also thought of that, yet how does it make sense? I don't see a giant steel monster getting slack off. It would basically make him....godlike, but I would like to see the reasoning for it if ya wouldn't mind cause it escapes me.

Well then give it "Repair," which would just be Recover. We've already got four exact equivalents of Recover, along with a few like Roost and Synthesis that are slightly different. I just didn't want to suggest a new move, and Slack Off was the most fitting.
Scrafty has way better bulk, Intimidate, and a much better movepool, with options such as Drain Punch, Ice Punch, and Knock Off, all reasons why it would be much more viable than Pangoro.what's the major difference between Pangoro and Scrafty that would make Scrafty viable in OU? Scrafty could make some interesting pairs with set up sweepers such as M-Mawile, but I don't see a humongous difference between that and the panda bear. I feel like giving Arcanine Fur Coat really increases it's viability and sets it apart from other Pokemon who attempted to do the same thing.

so yeah I'm going to go with Fur Coat Arcanine because it now has the moves and ability to become a very powerful wall/tank.
