From looking at the registration list, you may want to split up the following countries/regions, due to having more than 17/18 people:

Germany
UK
USA Central
USA East (You may want 3 here; definitely split this one)
USA West (See USA East)

I don't know about the first three, but you're probably better off splitting up the last two.

thing is, we're talking more about quality than quantity. In some of those cases, I'd rather they stay together because I would rather have one competitive team than two weak teams.
