Just google it, there are tons with a vast majority of what you want ready available. http://nollid.com/images/Sprite%20Sheet.jpg for example, or http://fc06.deviantart.com/fs50/f/2009/257/d/c/HGSS_Sprite_Sheet_by_Poke12masta.png

No point trying to make one by hand. Maybe just stick a few others together or something if you really want it in one file for some reason.

Edit: urm.. why did you add a link from the sprite pictures to www.smogon/wiki/something?
Smogon's sprites are found at: http://www.smogon.com/download/sprites/<generation>/<dex number>.png
Where generation can be rb (red/blue), y (yellow), g (gold), s (silver), rs (ruby/sapphire), dp (diamond/pearl).

Paint is too inaccurate to place all the sprites correctly in rows.. : ( i think no one knows how to make such sheets : (
And yet we all (or at least some of us) somehow copy, paste, and adjust pixels to make coherent images in Paint all of the time. You are obviously not familiar with Paint's limited but very intuitive tools, so I'll give you a quick run-down. The tool with the magnifying glass logo is the "Magnifier". If you select this tool and click on your image once (or however many times you prefer in Vista), you will be able to better align your sprites. And if that's not enough, the tool with the logo that is a diagonal line is the "Line" tool, which you can use to draw guide lines for perfectly aligning your sprites. If you are somehow under the impression that the people who make sprite sheets use some religiously-guarded application, please do not be misinformed. Paint is all you need for such a simple task.
