It may seem like all the lower tiers are completely messed up right now because of how insane the gen 8 meta has been for tiering. But you may not realize how big of an impact the change to a 4.52% cutoff this gen from the old 3.41% cutoff has had on tiering. Here is a list of drops that would've happened in each tier in the last month of gen 7 alone if the cutoff was 4.52% like it is now. (disregarding if any of these were already dropped earlier and rose back up and/or got banned).
UU gets Mega Latias, Keldeo, Mega Tyranitar, Mega Gyarados, Mega Sableye, Mega Charizard Y, Azumarill, and Manaphy.
RU gets Doublade, Suicune, Mega Pidgeot, Mega Steelix, Quagsire, Crobat, and Haxorus.
NU gets Diancie, Shaymin, Goodra, Rotom-Mow, Mantine, Dragalge, Gigalith, Escavalier, Mega Ampharos, Hoopa, and Yanmega.
PU gets Samurott, Hitmontop, Piloswine, Miltank, Klingklang, Guzzlord, Alolan Exeggutor, Mega Abomasnow, and Hariyama.
ZU gets Sableye, Haunter, Golurk, Gastrodon, Musharna, Zangoose, Articuno, Manectric, Roselia, Clefairy, Spiritomb, and Silvally-Ghost.
Gen 8 UU, RU, and NU look just a little bit less wild after I realized this.

Usage statistics make zero sense to create tiers with in 2020. Just saying. What a nightmare mess.
Slowking-Galar being OU worthy while Blaziken languishes in borderline is the greatest "The future is now, old man" moment I can think of.

This is a great example for why there shouldn't be any usage based rises
First and foremost, thanks for the timely tier shifts. I see DLC2 continues its Tier Destruction Tour by infecting NU now. Good times.
This is reaction to what dropped rather than what rose. As much as I'm annoyed that both Hippowdon and Glowking got snatched up already by OU's usual whims, the only surprising thing to rise to me is Hydreigon.
EDIT: Posted that a bit earlier then intended, perhaps because my primary confusion is this: Why is the cutoff rate still so high when Dexit is largely over by this point in time even if we're still missing mons (ignoring Game Freak's indecision about Megas)? I've been confused about that for months now, especially post-DLC2.
EDIT 2: Hippo rising also means we already got screwed by keeping Terrakion as I figured was going to happen sooner than later. Ha.
