Celebi does ZERO to Doublade without not only the right coverage, but a boost as well. As it is, Doublade's typing and bulk render it near-immune to everything Celebi does without a boost. If Celebi burns its Z-Move it's got nothing that can even remotely scare it away, and with a +2 Z-move it's not even a guaranteed OHKO after rocks. Meanwhile, Doublade can come in on anything unboosted and threaten Celebi out, come in on a boost and still threaten it out with Shadow Claw + Sneak, etc.
Doublade as either a Check or Counter, depending on how we're factoring boosts.
Scarfzor is a surprise check to all versions of NP Celebi because it always kills Celebi with a fast U-turn. Most Celebi will comfortly set up because they know +2 Z-nuke blows Scizor away. That's why Scizor can come in the set up and U-turn out without the fear of Z-move. 219 Speed is for outspeeding Celebi.
Besides U-turning on Celebi and non-scarf Hydreigon, Scizor can Superpower faster threats like fat Rotom-H and Volcanion.
Bisharp @ Dread Plate
Ability: Defiant
EVs: 252 Atk / 4 SpD / 252 Spe

Check to Celebi, eats all its hits unboosted very well, not so much a boosted Dazzling tho. But yeah it is a good check which can always come in and Sucker Punch and remove Celebi with some chip + SR Dmg. It can even SD on the free switch-in and look to reverse sweep with Sucker Punch etc as it eats a +2 Dazzling.
It just sits there vs Celebi fearing absolutely nothing. Even the rare Ground-Z sets can't touch it thanks to Levitate. It can easily beat it down through Toxic + Protect, as well as whichever coverage move you wish to choose. Even when boosted Celebi does absolutely nothing to this Mon lmao. Not much else to say, it is just a really solid counter.
Beedrrill is fantastic check to celebi, outspeeding and threatening an ohko with u-turn. Even if the enemy decides to swap, you are gaining valuable momentum through u-turn. It is however frail and ohkoed by an unboosted psychic, so it either needs to swap in on a predicted giga drain / nasty plot / dazzling gleam or be brought in by a sack / voltturn. Therefore only a check as it can't freely swap in.
252 Atk Adaptability Beedrill-Mega U-turn vs. 0 HP / 0 Def Celebi: 680-808 (199.4 - 236.9%) -- guaranteed OHKO
Choice of ability and choice between moonlight/protect has no bearing on the ability to counter here, but i'm more of a fan of inner focus due to concerns about synchronising a scald burn onto something you'd want to toxic, and moonlight for the ability to single turn heal too.
Umbreon is an great counter to celebi, being able to 2hko it with foul play,
0- Atk Umbreon Foul Play vs. 0 HP / 0 Def Celebi: 186-218 (54.5 - 63.9%) -- guaranteed 2HKO after Stealth Rock
While being immune to psychic and shattered pscyhe, and taking minimal damage from the other two moves unboosted,
252 SpA Celebi Dazzling Gleam vs. 252 HP / 252+ SpD Umbreon: 88-104 (22.3 - 26.3%) -- possible 5HKO after Leftovers recovery
252 SpA Celebi Giga Drain vs. 252 HP / 252+ SpD Umbreon: 61-73 (15.4 - 18.5%) -- possible 8HKO after Leftovers recovery
Even under the best case scenario that you were to nasty plot on switch into umbreon, you still would only 3hko with dazzling gleam, and your best chance would be to hope for low rolls on foul play and do dazzling , giga drian then dazzling again, and hope they don't predict it and moonlight on your giga drain or get middling or better rolls on foul play.
Moltres @ Flyinium Z
Ability: Flame Body
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk

- Fire Blast
- Roost
- Defog
Moltres is a Check to Celebi. It can switch in on Giga Drain, Earth Power, Dazzling Gleam and can barely stomach a Psychic. It drops to +2 Psychic and unboosted Z Psychic however. In return, Moltres can either Fire Blast, Z Hurricane, or raw Hurricane back.
Metagross @ Assault Vest
Ability: Clear Body
EVs: 240 HP / 132 Atk / 136 Spe
Adamant Nature
- Meteor Mash
- Pursuit
- Earthquake
- Explosion
Metagross is a Counter to Celebi. The EVs allow to outpace Adamant Crawdaunt and have alot of fat. Metagross stomachs a raw Z Earthpower, +2 Earthpower, +2, +4, and +6 Z Psychic, and can return back with either Meteor Mash, Explosion, or Pursuit trapping it.

Alright we're tied between Mega Beedrill and Mega Houndoom so I'm going to be placing my vote to Scizorphobic just because I've always been a sucker for it and since it+Toxicroak is some real heat of an offensive core. So without further ado: The Winner Is:

Primarina has proven itself to be a tough Pokémon to take on between its absurd offensive and defensive typing that allows it to take on Dragon-types like Hydreigon and Kommo-o along with making it difficult to find a good switch-in that can't be chipped down throughout the match. While the Specs set is annoying, the Defensive set will be our focus of the weak with its interesting recovery and still doing decent damage to teams despite firing off uninvested attacks. Blissey is a staple of the stall archetype. With the most hp in UU Blissey is able to hard wall Primarina. Defensive Primarina with no offensive investment does nothing to Blissey. Blissey can Soft-Boiled if it somehow gets low and relieve itself of burn with Natural Cure.
Celebi has become one of the most threatening stall breakers in the tier. It smashed through all water types including Primarina. Giga Drain allows Celebi to recover any damage Primarina deals and it forces it out 100% of the time.
Cresselia @ Fairium Z
Ability: Levitate
EVs: 252 HP / 152 Def / 104 Spe

Cressalia doesn't mind switching into Defensive Primarina and can proceed to set up on it while Hydreigon can OHKO it with its Z-Move or lure it in on the switch.
Nominating gastrodon for a check, however I guess I can see this one being potentially moved to counter? Personally putting only as check as it simply puts primarina into a pp war though, and cant actually do anything except force it to swap or endlessly waste pp.
This set is immune to scald, and takes little to no damage from moonblast. It can also use infestation to force it to stay in and waste pp. However since it can't cause any real damage due to rest, it essentially just serves to continuously wall it all game and can't kill it in return except for legit forcing it to run out of rest pp eventually.

Crocune takes very little damage even at +0 from moonblast, and can proceed to set up and eat away at primarinas pp. While it can do little damage in return, unlike gastrodon it can eventually 3hko enabling it to kill through rest,

Alright and now we’re ready to vote! I’m unfortunately disqualifying Z-Belch Hydreigon. I get why you would pick it but this set is a lure and in terms of how it functions, it’s supposed to beat traditional counterplay through bringing them in whereas a check is seen as a much more flimsy or offensive answer due to them winning the matchup through a free switch in most situations. Also yes I am bumping up Gastrodon to a Counter. It out PPs Primarina so in a long game, it’ll Wall the Primarina until it struggles to death, making Gastrodon a noticeable Counter. Also Sickist make sure to submit whatever you’re reserving next time or don’t reserve at all. Now since itsjustdrew has no checks to compete with, he wins by default with his Celebi so congrats! I really dont know how I missed this considering I check forums every 5 minutes but smh at my stupidity. voting for blissey because prima will legit never win 1v1 at least with that set.

The update dropped a few days ago so I might as well acknowledge some of the rises! Mega Steelix is one of them as it has been considered to be on par with Mega Aggron in terms of the benefits that both bring to teams. Mega Steelix being a sturdier answer to Latias while blocking Electric-type moves are its biggest niches but one other benefit that is being capable of running a more offensive set with Curse mixed in with its massive bulk!
