Muddy Water has lower PP than Surf, and its secondary effect is less reliable considering it only happens 25.5% of the time dues to its 85% acc, plus that accuracy drop is only one stage which is just inferior when compared to Boiling water's chance of burn, which cuts the opponents Atk in half.
In general, Vaporeon likes the accuracy of Surf/Boiling Water because you don't want to be sitting there and giving your opp a free setup turn 25% of the time, and the burn chance from Boiling Water is just too good compared to the 10% accuracy drop(I may be wrong about how much acc is lowered at -1).
+0 is 3/3, -1 is 3/4 = 75% of the original Accuracy.
None. Vaporeon has no business using Acid Armor outside of Baton Pass, especially with Scald being an option.
