I'm rather confused by this, are you asking if no pokemon can hold it or if you can't have your whole team holding it?
I believe he means NFE's ( Not-Fully-Evolved Pokemon ). You can use NFE pokemon like Snover or Warturtle.

I think thats why there are only 30 minutes of play on battlespot and 15 minutes play in championships,cause then your gonna see this:
