Mega Camerupt is immune to both Thunderbolt and Volt Switch while taking neutral damage from HP Ice, which does minimal damage. In return, Camerupt can easily OHKO it with Earth Power.
Dugtrio as a check
Calling this a check because it needs rocks to guarantee the KO on Raikou, but it also needs hazards gone for itself for its sash to work, so either rocks are on both sides or there are no rocks (Dugtrio will only counter if there are rocks on the opponents side but no rocks on Dugtrio's side)
Dugtrio can switch in against every move from Raikou bar HP Ice and OHKO it with Earthquake. If Stealth Rock is up on both sides, Dugtrio will not survive the HP Ice, but it will guarantee the KO on Raikou with Earthquake. If Stealth Rock is not up on both sides, Dugtrio will always survive one hit because of its sash, but it can not guarantee the OHKO on Raikou.

Even though it's fully invested in Def rather than in SpD, Gastrodon tanks CM Raikou's moves like a champ due to its immunity to Electric-type moves and natural overall bulk. In fact, Raikou needs five CM boosts to only 2HKO Gastrodon (four to almost secure one with SR up)! In return, Gastrodon has access to reliable recovery in the form of Recover and a way to heavily damage Raikou with Earthquake.

Fable can keep setting up on Raikou, and eventually KO it with Moonblast, because, like I said, Unaware ignores the stat buffs both offensively and defensively. I generally prefer Flamethrower to lure Steel-types such as Ferrothorn, but one can also opt for Heal Bell.

Scarf Lando switches in for free if Raikou goes for a CM or Thunderbolt, and outspeeds and OHKO's with EQ. It can also predict a switch and U-Turn out against whatever gets sent in. Lando-T has a decent chance to live a HP Ice from full health if rocks aren't up and can retaliate with EQ.
Swampert absolutely destroys CM Raikou, or any Raikou for that matter. Even supposing Raikou is at +2, behind a sub and Swampert hasn't Mega evolved yet, Swampert can switch in (under Rain) and proceed to take 2 +2 HP Ices, break the Sub on the second turn, gain its speed on the third and OHKO with Earthquake.

That means if Tangrowth is at 64% and under after Regenerator (and hazards if any), it no longer will be able to reliably switch into CM Raikou.

Since Raikou doesn't carry a boosting item, Garchomp can switch into HP Ice once (and its STABs all day long) before outspeeding and OHKOing with Earthquake. However, this can be taken advantage of by hard-switching into Flying-type/levitating mons that don't care about Garchomp's moves like Landorus-T and Skarmory.

Not sure I got the moves right, but whatever. Anyway, with Wonder Guard, Shedinja is immune to every move CM Raikou has. Will-O-Wisp wears it down slowly while Shadow Sneak can break Raikou's Subs (if it carries the move) on high rolls. There's not much else to say here, really.

It can also Pursuit if it predicts the switch, which also OHKOs after a round of Life Orb or Stealth Rock damage.

Therefore, Mandibuzz is a counter if Hoopa-U doesn't carry HP Ice and a check if if it is.

There is not really much to say with this one because it is pretty obvious how it works. Mega Gardevoir is able to OHKO Hoopa-U 1v1 with Hyper Voice, as long as Hoopa-U isn't Choice Scarf. Mega Gardevoir isn't able to switch in thought because of its piss-poor defense and HP stats. If Hoopa-U is invested in attack at all, not even considering Life Orb, it has a good chance to OHKO Mega Gardevoir with Hyperspace Fury. Gunk Shot would be a OHKO for sure.
