Sadly, without a Life Orb or Justified boost, Cobalion cannot guarantee a OHKO on a full-health Hoopa-U with Close Combat even with Stealth Rock up (only 25% chance and Drain Punch eliminates that) .

Although Mandibuzz isn't exactly the most common Pokemon in OU, it is one of the more reliable switch-ins to most of Hoopa-U's sets. It resists Hyperspace Fury, Drain Punch does little damage and it is immune to Zen Headbutt. The only thing it has to watch out for is being hit with Gunk Shot on the switch in, which is able to 2HKO after Stealth Rock damage providing it doesn't miss. Foul Play OHKOs Hoopa-U from pretty much full health.

Another Lando-T variant (below) can also work if you need a SRer:

Banded Hoopa is one of the most ridiculous Pokemon to switch into, to the point that Klefki, despite resisting Hyperspace Fury, is actually 2HKOed when running the standard spread. Luckily for me, I like running a little mixed bulk on Klefki for this specific situation, as Klefki with the above spread can always dodge the 2HKO from Hyperspace Fury while only having a tiny chance to be 2HKOed by Drain Punch. Switching into Fire Punch kills Klefki, however. Klefki's Play Rough has a 50% chance to OHKO, meaning that even if Hoopa does take the hit, it won't be able to come in on Stealth Rocks again and you could probably knock it out with Rapid Spin at that point, so any faster Pokemon can shut it down after that. Fairy Lock is also helpful in this situation. If Klefki has taken too much damage to stomach two Hyperspace Furies, you can trap Hoopa with Fairy Lock before Klefki goes down, allowing a faster Pokemon to take it down for good.

I don't think that this is a bad set, but I don't know if it would be a "Counter" to CB Hoopa-U. It is a decent check to Hoopa-U, but it still takes about 75% coming in. Provided you do U-turn, you're left with a Zapdos at around 25% health, which can usually be KOed by most relevant offensive threats in one turn. This isn't even counting stealth rock, which could cause a potential OHKO from Hoopa-U as it comes in- Not a good sign. In fact, it's actually a 87.5% chance of OHKOing with Hyperspace Fury after rocks, so this definately isn't really a counter. I mean no disrespect, and this might count as a check to Hoopa-U, but it's not really a counter, especially not with rocks on the field. Thanks!

Well,I added it cause it is really a interesting Pokemon,with a rare move Parting Shot,which act as U-Turn while can create momentum for a boost-up Pokemon.
It can takes Hyperspace Fury and Zen Headbutt,while Drain Punch and Gunk Shot are guarenteed OHKO.But a successful switch-in for a panda can really be a threat,for its double STABs are both effective wallbreaking Types,and a Parting Shot can act as both space creating and scout.
Pangoro's biggest shortage is its poor speed,and has only 4 resistances,which makes it hard to switch-in.IMO VoltTurn teammates may help.
I'd like to introduce it to you by this opportunity,and I'm trying to build a cool team around the panda.

Curse is slashed over EQ in case you really want to laugh in Hoopa's face. After 1 curse, literally nothing does damage to you. Mega-Lopunny's HJK doesn't even 2HKO a +1 Avalugg.

I'd say this is a counter, especially since Trick isn't slashed. With max defense, Hyperspace Fury is only a 3HKO on Hippo, doing 43.8 - 51.6%. Every other move does pretty much nothing. You can switch in and heal back the damage with Slack Off, making Hippo a rather sound answer to this monster. Aside from taking Hyperspace Fury well, Hippo can retaliate back with EQ, which is a guaranteed KO on -1 Hoopa-U after SR damage. All in all, max defense Hippo's ability to switch in and win 1v1 is something very few Pokemon can claim, and is a very viable choice overall. Even with the lack of special defense from standard mix wall variants, Hippo can still check electrics like Mega Manectric decently. Max defense also means you can handle several physical threats much more reliably, including Charizard-X, Bisharp, Excadrill, and Mega Pinsir.

Mega Sableye can do some nice damage to Hoopa-U with Foul Play, which is an OHKO after Stealth Rock (or a use of Hyperspace Fury) and a coinflip to do so without it. Knock Off is also useful to nerf the big genie's damage output. You can also use priority Will-o-Wisp, which can be used on the turn Sableye Mega Evolves to effectively cripple it for the rest of the game, barring a miss or cleric support. It does take a hefty chunk of damage from Hyperspace Fury, especially if it hasn't Mega Evolved yet, but is immune to Zen Headbutt and Drain Punch, and can take its other coverage moves.

Although Terrakion is Underused in OU (much pun), he's very effective at checking Hoopa-U. His typing, coupled with Justified, allows him to switch in Hyperspace Hole and Gunk Shot, even if Drain Punch/ZHeadbutt OHKO him, forcing Hoopa-U to switch.

He can also setup a Swords Dance or a Rock Polish while Hoopa-U is switching, and attempt to sweep with it.

There's not much to explain, as this set is pretty straight-forward.

my thought process was that if Hoopa-U switched then Zapdos would add offensive momentum
but you are also correct that a 25% Zapdos can be KO'd with ease and if Hoopa-U switches becomes only a weak check
I will change this to a check.

Seriously, this thing can take any hit from Hoopa-U with ease and use it as Setup Fodder. It's so bulky Steelix ain't gotta worry bout investing in Defense to even attempt to cockblock it. It already looks badass as it is, but being able to stop Hoopa-U is the peak of badassery.

Ok this is a 100% check since it always goes in, intimidates always kills, and could also pursuit at 4/5s of the attacks for massive damage. Worst case scenario is drain punch, which happens 1/5 of the time (if we consider all the options, being gunkshot dpunch hprspacefury firepunch and zenheadbutt)
So, positive points are that Krook is good at Knockoffing walls all around, pursuit trap lati's after they killed something. And can check a little variety of stuff.
Main bonus tho is that Hoopa U will always be killed if rocks are up and if he failed the prediction with Drainpunch, just because it has got pursuit: so if anybody needs an offensive mon whose purpose is just to switch into hoopa, and debilitate it, this one works just fine.
[Since krook outspeeds by a chunk hoopa there is not a particular reason for me to run max speed. But i do it anyway, a bit more defense wouldn't hurt though]

Extra: (Also because Drainpunch opens fieldtime to boosters in your team to come in, so after you get dpunched switching in, it's probably anyway nice to pursuit trap hoopa since it will get almost killed or, if rocks are up, totally killed by switchin out, and it'll hardly stay in since by that time you would boost up with a ddancer or somethin, which usually is not such an ideal situation for the opponent to be in)

Sand or rock are problems and it's the reason why Arcanine isn't a counter.
