I don't think that this is a bad set, but I don't know if it would be a "Counter" to CB Hoopa-U. It is a decent check to Hoopa-U, but it still takes about 75% coming in. Provided you do U-turn, you're left with a Zapdos at around 25% health, which can usually be KOed by most relevant offensive threats in one turn. This isn't even counting stealth rock, which could cause a potential OHKO from Hoopa-U as it comes in- Not a good sign. In fact, it's actually a 87.5% chance of OHKOing with Hyperspace Fury after rocks, so this definately isn't really a counter. I mean no disrespect, and this might count as a check to Hoopa-U, but it's not really a counter, especially not with rocks on the field. Thanks!COUNTER:

Hoopa-U cannot OHKO this set when it switches in without a crit (Hyperspace Fury does 73.4-86.4%) and Zapdos can out-speed it just barely with its 96 Speed EV's for the next turn. U-turn has a 56.3% chance to OHKO. This presents a big dilemma for Hoopa-U forcing it to switch out, or risk getting OHKO'd and then, on the off chance it survives, allowing the opponent to get a new pokemon of his/her choice in. Leftovers and Roost also allow for Zapdos to have surprising sustainability.
This Zapdos set also takes care of common threats such as Keldeo, Azumarill, and Ferrothorn.
