Though I am curious about the "don't nominate previous participants" rule. For example DM just did the BAR exam, now if he did a well previously why should I be enable to nominate him again in say, a year's time? His perspective might change yada yada yada and I'd be curious about that. I guess you need to know certain things about a user prior before nominating again. Cathy would be a prime example of a user who I'd want in the well again, however she is no longer around.
