Actually, I wonder if he couldn't just use Modest? Are there any important (relevent) kills he misses out on with Rash?

Considering he is using superpower, using modest would be a very bad idea, as it will have trouble breaking blissey and friends as is
 
I hate to say this, because its a terrible Blissey ev spread, but the most common bold 252 / 252 Blissey is never 2HKOed by life orb superpower from Thundurus-T and neither is Chansey.

how well does gliscor synch with Mienshao if I was looking for a lot of dmg output with both?
Truthfully there isn't much relation to the two; Mienshao is checked by mons such as Gengar, Gliscor/Landorus-t (depends if it has HP Ice), Latias, etc., and Gliscor does nothing to remove these threats. A better partner would probably be a strong pursuit user like Ttar or Scizor to trap and kill Ghost/Psychic types trying to kill Mienshao.

While I do have to admit you are right about Blissey, it is not even close with Chansey, you need to do at the least 58.4% damage to Chansey to get a 2HKO with superpower due to the attack drop with rocks included, note how that Blissey caps at 55.4%, it will literally never 2HKO without a crit.

If 64 attack isn't added, like other users suggested, then Blissey survives about 31% of the time after rocks, it will never 2HKO without rocks. 64 attack only 2HKOs 31% of the time without rocks aswell.

We have already been through that so I may sum up the most interesting facts, even when nobody has asked for:

What exactly is "notable to outspeed" for Breloom? Obviously everything you would not want to hit with Mach Punch. Those are Gastrodon, Conkeldurr, and Hippodown.
Scizor is an exception because it has a priority move for itself. Adamant Breelom only needs enough speed to outrun offensive SD Scizor (216 speed EV). The remeining 40 points are far from waste, though. If put into Def, they allow you to survive Mamoswine's Ice Shard. If SR are up, they reduce the probability of being OHKOed from 50% to 25%. Very useful, especially for those who run Fist Plates.
And do not bother trying to outrun uninvested Jirachi. According to the stats, the majority of Jirachis actually run enough to outspeed you, even the defensive ones.

Edit: Forgot defensive Politoed, Varporeon, Jellicent and defensive Xatu. Now it's better

What things outspeeds Heatran with a Modest nature with 252 AND 200 (I'd like both answers please) speed EVs, as opposed to max Speed Heatran (252 EVs and Timid)?

Hey I have played almost 70 battles on PS and my rating never seems to get much over 1800, and the points I gain are not enough to cover the points I lose, should I just start a new alt?

It must be because the opponents you find are low rated. Imagine that you have 1700 and you face a 1150s. You will gain +1 if you win and -50 or more if you lose...Just try to win every battle and good luck!

It also has to do with the decay factor (which someone told me is getting taken out, not sure on that though).
