Let's try getting this Dragon done. I've done my own edits, and I just want to say that, solid analysis. You have some trivial errors, and there was some issue regarding special walls here.

[Overview]

<p>With a fantastic movepool, wonderful mixed attacking stats, and relatively decent nice 92 HP / 90 Def / 90 SpD defenses, Hydreigon is a Pokemon to watch out for. It can switch in easily using its good defenses and Levitate, and then punch holes in the opponent's team. However, Hydreigon is severly severely hampered by its odd 98 base Speed, which leaves it outsped by a host of Pokemon. Dark / Dragon Its typing is not a great defensive typing either, as the Dark typing Dark-type gives Hydreigon unwanted weaknesses to Fighting- and Bug-type attacks. Still, underestimate Hydreigon at your own peril, as it can easily plough through entire teams if given even the slightest chance to do so.</p>

<p>With Taunt, U-turn, and a powerful Draco Meteor coming from 125 base Special Attack, Hydreigon can function as an effective stallbreaker. STAB Draco Meteor, coming from 384 Special Attack, can significantly dent special walls such as Chansey, Blissey and Jellicent (really?). However, Hydreigon will more often than not be forced to switch after using Draco Meteor once. For this reason, Dragon Pulse can be used instead of Draco Meteor as a safer, albeit much weaker, option. Taunt is a must on this set, as it shuts down walls, such as Blissey and Ferrothorn, and helps to break through stall in general.</p>

<p>Fire Blast roasts Steel-type Pokemon like Nattorei and Skarmory who think they can take who usually sponge Hydreigon's STAB Dragon-type attacks, providing good neutral coverage along with Hydreigon's Dragon-type attack of choice. For the last move, there are two options. U-turn allows you to maintain offensive pressure and deal heavy damage to Reuniclus, Celebi, and other Psychic-type Pokemon. On the other hand, Surf hits Heatran, who would otherwise wall this set.</p>

<p>252 EVs are invested in Speed, giving Hydreigon 295 Speed. When using a Timid nature instead of a Modest nature, Haxorus is the only other Pokemon of note who is outsped. A Modest nature thus gives Hydreigon more power without much loss in reliability. Since U-turn is meant primarily for scouting, the Attack drop from using a Modest nature isn't a problem. 252 EVs are put in Special Attack, maximising maximizing the power of Hydreigon's special attacks. The remaining 4 EVs are invested in HP.</p>

<p>Even though Blissey walls this set (but earlier you said Draco Meteor dents it) and can wear down Hydreigon with Seismic Toss, Taunt prevents it from healing any damage taken. This will allow a teammate to eliminate Blissey easily. Dark Pulse is another STAB move that Hydreigon can put to good use. It hits Pokemon like Jellicent, Reuniclus and Latios hard. However, finding a moveslot for it is difficult, as Hydreigon is hard-pressed for moveslots as it is.</p>

<p>Hydreigon cannot take on Heatran if it does not carry Surf. For this reason, Pokemon such as Starmie or Blaziken can be used along with Hydreigon. Blaziken, in addition to taking care of Heatran, can also eliminate Chansey and Blissey with its powerful STAB Fighting-type attacks. Starmie can also permanently cripple the aforementioned special walls with Trick.</p>

(It’s worth talking about why Fire Blast isn’t being used here)</p>

<p>The 64 HP EVs help Hydreigon take Mach Punch from Adamant Roobushin Conkeldurr, along with other strong priority attacks (please describe how much damage it takes using 64 HP Evs versus Conkeldurr). 192 Speed EVs give Hydreigon 280 Speed, enabling it to outspeed Pokemon with a base Speed of 90 and a neutral nature. 252 Special Attack EVs and a Modest nature-with Choice Specs-give Hydreigon a huge 576 Special Attack. However, if you wish for Hydreigon to outspeed Jolly Haxorus and tie with other Hydreigon, run a Timid nature and 252 Speed EVs.</p>

A moveslot for the same can be created by dropping U-turn, but keep in mind that you Hydreigon will lose the ability to scout switch-ins and maintain offensive pressure, which is important on just about any Pokemon with a Choice Scarf. Special walls like Blissey and Jellicent will wall this set cold. A stallbreaker such as Thundurus will thus make a great teammate for Hydreigon, as it can deal with the aforementioned walls with a combination of Taunt and either Hammer Arm or Thunderbolt.</p>

[Other Options]

<p>Hydreigon has the defenses to run a bulky support set consisting of Thunder Wave, Dragon Tail, Taunt, and Substitute with defensive EVs, but it would be a waste of its offensive potential. However, such a set would work well with entry hazard support.</p>

<p>Charge Beam is an option to boost your Hydreigon's Special Attack and attempt a sweep, but its inaccuracy can cause issues. Moreover, the SpA boost is not a guaranteed one. Hydreigon can also run a mixed set with its usable base 105 Attack and a good movepool to go with its high base 125 Special Attack. A mixed set consisting of Outrage, Draco Meteor, Fire Blast, and Crunch / U-turn works well on paper. However, the given sets pretty much cover Hydreigon's offensive capabilities perfectly</p>

[Checks and Counters]

<p>Hydreigon's counters are few and far between, as with its good defensive stats it can take just about any neutral hit, and retaliate with a strong attack. However, its weakness to common Fighting-type attacks and low only decent Speed will ultimately be its bane. Heatran walls Hydreigon with its Fire / Steel-typing unless it carries Surf, and can 2HKO it with Dragon Pulse. Special walls such as Chansey and Jellicent can easily wall the Choice sets, and wear down Hydreigon with Seismic Toss and Ice Beam respectively.</p>

<p>Conkeldurr with a 252 HP / 252 SpD EV spread can take any attack which Hydreigon's throws at it barring a Choice Specs Draco Meteor, and KO Hydreigon with a combination of Drain Punch and Mach Punch. Speedy Fighting-type Pokemon such as Infernape and Terrakion can exploit Hydreigon's average Speed and KO it with their powerful STAB attacks. However, these Pokemon have to be careful when they switch into Hydreigon, since they will take massive damage from Draco Meteor.</p>

I think the EV spread and nature used in the Specs set can be used on the Life Orb set, too. I've used it with the spread and nature and it's worked just fine, and I've only seen one Haxorus the entire time.

Is it possible to get Dark Pulse and Earth Power on a single hydreigon?
No, it's an illegal combination due to no compatible parents with these moves, actually, but Earth Power is inferior to Fire Blast and Flamethrower in terms of coverage, so this isn't a problem with Dark Pulse. I would probably mention this combination contradiction in other options.

I know flamethrower is better. I wanted to have it instead of surf/ u-turn. Yeah i was searching for a parent for ages but i never found one. Thanks anyway. you need flamethrower for Ferrothorn and the like. I think there is a lot to be said of focus blast as well instead of surf. But surf is so much more accurate i think it's actually better.

Thundurus also doubles up on an Ice-type weakness. in my opinion, at least two team mates should be mentioned for reasons like this. however, that's just my opinion, and this fine as is.)</p>

Can someone enlighten me as to why Hydreigon should ever use Choice Specs? Outside of running U-Turn, Latios seemingly does everything significantly better. Better typing, stronger base Special Attack, much faster, same coverage. I mean, it isn't Pursuit bait, but I'm not sure that's worth being slower than everything in the base 100-110 range. Not to mention it doesn't resist Mach Punch, and instead dies to it.

Overall Latios just seems to have more advantages for the few niches Specs Hydreigon has. I'd like to be proven wrong though.

Have you tried Hydreigon running on an attack set? It gets via breeding Screech and learns Rock Slide, Crunch, Earthquake, and can even utilize U-Turn. It has an above average base attack of 105 too.

Hydreigon has an awesome physical movepool, but I think the reason it isn't used is because Garchomp does a lot of that better. Garchomp and all the DD sweepers and stuff. :0 LO and physical Choice sets both are pretty much outclassed since Garchomp gets STAB on Outrage and EQ and has higher attack and speed.
 
I kind of like this Charge Beam set:

Hydreigon@Life Orb
Timid/Modest
252SpA, 252Spe, 4HP
Charge Beam
Dragon Pulse
Flamethrower/Fire Blast
Surf/Earth Power

Bring this in on something that fears Hydreigon and Charge Beam on the switch. People are less likely to expect a Charge Beam set, so they likely won't go to a Ground type, also due to Levitate. From there, you'll probably have a SpA boost and Life Orb. The moves provided have perfect neutral coverage, so with nothing resisting your moves you should be able to get a few KOs. Works a lot better if Baton Passed a speed boost (but then, what offensive set doesn't, lol)

Bear in mind, this is untested, but it seems viable
 
No to Charge Beam on Hydreigon. You're only gonna be boosting 63% of the time due to its accuracy, and it's balls weak. Not to mention that most common Hydreigon switch-ins will outspeed and kill him/force him out. All in all it's not something really to rely on.
 
Why not use Crunch and/or Dark Pulse somewhere? Also, why not trya CB set wth Fire Fang and Outrage?
He gives Dark Pulse a mention in AC. Dark doesn't really get an awful lot of coverage, though.

As for the CB set, Garchomp and Salamence do it better. Physical Hydreigon sets are outclassed in general.

Hydreigon is NOT outclassed ; they are different pokemons. Be aware that if your opponent has Scizor or Tyranitar (which are very common), your Latios will only be firing one attack before dying miserably to Pursuit. And that while Hydreigon easily roasts Steels with Fire Blast/Flamethrower, Latios has to use the weak HP fire, which won't OHKO many Steels even with Specs. And that they have different typing with different resistances. And that Hydreigon can scout for Blissey, etc, etc.....

They have significant differences, you cannot say one outclasses the other. I personnally like Hydreigon better.

Seconding this. In addition, Wobbuffett can also trap and KO Latios with Mirror Coat, while Wobbuffett can generally do nothing to Hydreigon. Gengar can also easily revenge Specs Latios due to his superior speed.

Pursuit may be a niche, but with Weavile, Tyranitar and Scizor being such huge parts of the metagame it is definitely sufficiently worth noting. Even Tyranitar with his monstrous Special Defense will not enjoy a 4x SE Focus Blast from Hydreigon, a move Latios sorely lacks.

Yeah I know I already QCed Hydreigon a while ago but this is just a case of "there's a better set." I know you already wrote this up but the main set should like this:

move 3: Focus Blast / U-turn
move 4: Dark Pulse / Taunt
item: Life Orb
nature: Modest
ability: Levitate
evs: 4 HP / 252 SpA / 252 Spe

Focus Blast is pretty required to anniliate Tyranitar. Dark Pulse lets you beat Jellicent so you don't need mindgame against the Jellicent + Ferrothorn core. Taunt is still useful against Chansey & Blissey, especially on a spike stacking team. Surf is absolutely useless on Hydreigon, I don't know I how I let that fly...

dragon pulse and draco meteor are there for STAB and just all-around good attacks (imo). focus blast and hp fighting go w/ dark pulse for type coverage (dark pulse for STAB again) and flamethrower / fire blast is i guess mainly for skarmory. maybe surf can replace it... but feel free to try it out ^_^
