I feel like there is not a whole lot to explain about this set - it is pretty interesting, but it's pretty much a mix between the offensive and defensive sets that Chinchou runs oh so well, having the great bulk that we all know, but it also has potential offensive presence if it manages to nab a sneaky Charge Beam boost. One of the main reasons RestTalk Chinchou is even a thing is because of Murkrow. This thing not only checks it just as well as standard, but can also take advantage of Murkrow, using it to grab a boost and turn Chinchou into a nice tank. At +1, it actually hits decently hard, it reaches 20 SpA, 2hkoing plenty of threats after rocks:

Yeah, just a few calcs to illustrate my point, obviously rocks are not always going to be up, and it misses the 2hko sometimes of they are not, but hail/sand/any residual damage can make up for this. Surf is recommended over Scald, as it does nab some nice 2hkos, but Scald is nice for the Burn chance, so I guess it's mainly down to preference.
