I've spent several hours softresetting my palkia I need low spe and high spatk. I got one with 0-2 spe and 28-29 spatk. should i keep it or keep on rollin?
Nature is more important than IVs. If it has those IVs with a good nature, then it's probably good enough, but you should probably have decent IVs in other (defensive) stats too.
Natures quite so its good. The IV's are 21 5 22 28 16 1. /Average.
I would keep that. You're not going to do much better without learning how to manipulate the RNG or with an extreme amount of patience. Just make sure it can take a hit from the most commonly used attacks against it (Dragon Pulse, Draco Meteor, Thunder, Blizzard, etc) and the IVs aren't what will be the deciding point.
Good enough that it won't make too much of a difference (from flawless) in most cases.

seriously, a mewtwo with a 22 IV in sp atk will only have 4 less sp atk at level 50 than a perfect mewtwo... however, the nature will impact it almost 19 points (just between positive and neutral, double for positive and negative) Natures are more important.

So, about my rape Ursaring...
I'm deciding between the Silk Scarf and Chople Berry. Either I give Ursaring's Return more power and hope that the Chople Berry kicks in for attacks like Low Kick and Mach Punch.
I mean, with his attack stat and Guts, plus STAB, Return will already have a lot of power, so Silk Scarf may be a bit redundant...but the Chople Berry may be too situational to be of use as much.

Erm... aren't you using flame orb to burn it turn 1 while using Protect?
Rest-Talk is really unreliable. I would not recommend it on Ursaring, which is not going to survive more than one hit (unless you potentially put heavy EV investment in defenses, in which case it's not going to attack very hard) at the VGC. VGC is very fast paced, so it is not a good idea to have to rely on sleep talking.
And now let's say we are not relying on rest-talking to abuse Guts, Return is only 102 * 1.5 * 1.2 (let's say you use silk scarf) = 183 base power. A Guts boosted Facade is 140 * 1.5 * 1.5 = 315 base power. That's a huge difference. I would recommend a Flame or Toxic Orb (Toxic is probably slightly better) set instead.

alright we will just have to see. idk what i will be wearing yet so for now i guess u wont know how to spot me. i am thinking something that says "hey i waited till last minute and raided every toys r us looking for something cool and pokemon related.
also can some1 PLZ PLZ Plz donate 5 minute of thier time to help me trade 1 pokemon to my ss so he can learn sucker punch, i have been practicing without sucker punch and its already cost me a match.
