Ruling:
Although solar beam charges up at +1 Priority, moves like Grassy Terrain that boost grass type moves, Light Screen that reduces the BAP of the attack, And fog weather that reduces the accuracy of moves would be checked at the time Solar Beam's attack part is executed. Hence, based on that fact; Solar Beam's BAP is reduced to 6 during Sandstorm. Although, this ruling can be veto'd by the mods if they choose to do so. Meaning no offense, and no offense would be taken if the ruling is veto'd.
