All the members selected in the Complete Movepool Submission thread should make a final submission to the TL. These submissions should be listed in the OP of the poll thread and voted on by the community. No alterations, edits, or conditional votes will be accepted. By the time the final movepool is polled, all competitive movepool aspects have already been decided. Therefore, the final movepool is really a vote of individual preference on what best fits the flavor of the pokemon.
Please BOLD-vote for the name of the original contributor. You may vote for up to three submissions. Although this is mostly flavor-based, it does have an extremely huge impact on the playtesting, so take the time to read through the movepools and make intelligent choices. I allowed the majority of the movepools through, but the ones that weren't allowed through were all illegal. Thanks to Magmortified for helping me sort through the movepools.

Ok. This was a collaborative effort in #carp (not #CAP!) between Beej, Billymills, myself, Misaki-Chi, Macle, and Reyscarface.

Overheat + Dragon Rush (Charizard)

Random crap:
Double Hit, Tri-Attack, Payback.

Here's my submission. Hopefully I'm not missing anything...
Level Up:
Been cut down properly to 16. Doesn't look overpopulated now. I like this list a lot better. Went a little old school obviously. Mostly emphasizes Special moves of course. TMs:
A good amount of TMs can possibly go on this guy and I went with nearly all of them. With Dragon Dance, the physical moves have viability. Here's the current movepool I'm working on.
Cyclohm gets some pretty notable moves in his level-up set, including Dragon Pulse, Gravity, Mist Ball, Thunder Wave, Mirror Coat, Recover, and Discharge.Code:Level-Up H. Mirror Coat H. Dragon Pulse and Thunder Wave reappear here. I chose not to put Reflect in, because Cyclohm has a 118 base Defense, which is pretty good enough as it is. However, the 70 Special Defense would love to get a Light Screen boost.Code:TM List TM 02- Dragon Claw TM 03- Water Pulse TM 05- Roar TM 06- Toxic TM 10- Hidden Power TM 11- Sunny Day TM 12- Taunt TM 15- Hyper Beam TM 16- Light Screen TM 17- Protect TM 18- Rain Dance TM 20- Safeguard TM 21- Frustration TM 24- Thunderbolt TM 25- Thunder TM 26- Earthquake TM 27- Return TM 30- Shadow Ball TM 32- Double Team TM 34- Shock Wave TM 35- Flamethrower TM 38- Fire Blast TM 39- Rock Tomb TM 42- Facade TM 43- Secret Power TM 44- Rest TM 45- Attract TM 50- Overheat TM 56- Fling TM 57- Charge Beam TM 58- Endure TM 59- Dragon Pulse TM 66- Payback TM 68- Giga Impact TM 70- Flash TM 73- Thunder Wave TM 78- Captivate TM 82- Sleep Talk TM 83- Natural Gift TM 88- Pluck TM 92- Trick Room HM 02- Fly HM 03- Surf HM 05- Defog HM 06- Rock Smash
Only Yawn and Curse are really valued on Cyclohm, and both of them are legal together, thanks to Slowbro. In case you're wondering where all the different moves come from, I posted a list of Pokemon that can supply the move to Cylcohm with each move. An asterik indicates chain breeding.Code:Egg Moves (Dragon/Monster) Dragon Rage (Garchomp, Charizard, Kingdra*, Gyarados, Dragonite, Salamence*) Dragonbreath (Altaria, Salamence, Flygon, Sceptile*, Milotic*, Kingdra*, Dragonite*, Garchomp*) Fire Fang (Charizard, Arbok, Tyranitar, Salamence, Garchomp, Rhyperior*) Thunder Fang (Arbok, Tyranitar, Salamence, Rhyperior*) Growth (Venusaur, Tropius, Torterra*) Yawn (Slowbro, Snorlax, Kingdra*, Blastoise*) Dragon Rush (Garchomp, Dragonite, Aggron*, Altaria*, Salamence*, Rhyperior*, Charizard*) Curse (Slowbro, Torterra, Venusaur*, Rhyperior*, Snorlax*, Tyranitar*, Tropius*, Swampert*, Aggron*, Bastiodon*, Lickitung*, Lapras*)
Draco Meteor, Vacuum Wave, Outrage, Heat Wave, and Magnet Rise are the most viable here.Code:Tutor Moves Air Cutter Knock Off Icy Wind Ominous Wind Vacuum Wave Draco Meteor Magnet Rise Aqua Tail Heat Wave Uproar Ancientpower Snore Swift Outrage Signal Beam
This movepool is complete for now, but I'll still take suggestions. I chose to not put in Hydro Pump to decrease the overpowering risk. Stealth Rock was also omitted for the same reason.
Volt Tackle, Morning Sun, and Haze are definitely viable. Weather Ball and Discharge are usable, but outclassed in many ways. Charge, Mist, and Dragonbreath are questionable, but certainly options. Thunder and Dragon Pulse are TMs. Tri-Attack is there for the lulz.Code:Level Moves H Morning Sun H Weather Ball H Volt Tackle 1 Thundershock 1 Leer 6 Gust 11 Twister 17 Charge 23 Discharge 30 Dragonbreath 36 Haze 36 Mist 42 Tri-Attack 48 Thunder 55 Dragon Pulse
Dragon Dance, Hydro Pump, Refresh, Whirlwind, and maybe Dragon Rush are usable. It does get Roar through TM, and Dragon Rush is questionable. Also, note that Hydro Pump+Dragon Dance and Whirlwind+all those things mentioned are illegal.Code:Egg Moves (Dragon/Monster) Dragon Dance Dragon Rush Hydro Pump Water Sport Refresh Smokescreen Nature Power Air Slash Whirlwind Whirlwind, Air Slash, and Nature Power are illegal with other egg moves (Tropius is the only father) Hydro Pump+Dragon Rush is illegal Smokescreen+Refresh is illegal Water Sport+Smokescreen is illegal Water Sport+Dragon Dance is illegal Water Sport+Dragon Rush is illegal
If anyone can think of ways to do some of the above, please say so.

Attacking
Bug Buzz--Not really that useful, and it does have Signal Beam if it really wants a Bug attack. It's also hard to fit in, as it has to be a level-up move.
Psychic/Luster Purge/Mist Ball--I'd like Rev to be a good check to more defensive versions. So no Psychic moves.
Ancientpower--This is hardly competitive, as HP Rock is certainly better. Flavor-wise, doesn't fit.
Zap Cannon--Couldn't fit it in, doesn't need it. Would have made it an egg move, but that has certain issues.
Flamethrower/Fire Blast--Dragon/Fire/Electric seems like a bit too good of an attacking combination without some drawback. But if people object to this a lot, I'd be willing to add Flamethrower.
Supporting
Yawn--I don't want this to have a sleep move, even Yawn. Toxic and Twave are perfectly good status moves.
Recover--The 50% heal moves seem like too much. It's already got great defenses and HP and a great attacking stat. I'd rather it didn't have perfectly reliable recovery.
Stealth Rock--Does it need it? No. Do I want it to have it? No.
Curse--This wasn't entirely intentional, but it didn't seem to need it and I couldn't really fit it in. I'd have given it Bulk Up, but it's not on the list.
Others--They didn't seem necessary, so I didn't try to fit them in.
Flavor moves
For flavor moves, I went with a sort of weather/nature theme. Hence moves like Icy Wind and Air Cutter, as well as EQ, Avalanche, and Rock Slide. Also why I'd sort of like Heat Wave to be its main fire move, although I do have competitive reasons as well.
So, questions? Comments? Concerns?
I wasn't completely satisfied with the current sets, so I put one together. I took a sort of "everything" approach, so mine has considerably more viable options than most of the others.
Level-up list
Includes Volt Tackle and Zap Cannon, for those who like alternative Electric moves. For artistic reasons, I was annoyed that none of the other sets got Sonicboom, so there it is.Code:H - Weather Ball H - Tri Attack 1 - Thundershock 1 - Bite 6 - Twister 13 - Spark 18 - Haze 23 - Sonicboom 31 - Discharge 39 - Dragonbreath 47 - Thunder Fang 53 - Mist Ball 58 - Dragon Claw 66 - Zap Cannon 72 - Volt Tackle 75 - Thunder
Egg moves
Group: Dragon/Monster
There's Dragon Dance for novelty physical sweepers, and Hydro Pump for the same reasons Salamence gets it as an egg move. Most of the moves can be obtained from Salamence, Gust and Growth can come from Tropius, and Yawn comes from Kingdra.Code:Dragon Dance Dragon Rush Hydro Pump Fire Fang Crunch Gust Yawn Growth
TMs/HMs
Why Stealth Rock? Well, I ask you: Why not? It's a decent filler on any set, but it's not like it's going to be used much. Roost is a solid healing move. Blizzard wasn't on the allowed/unallowed list, but nobody's going to use it with all the Dragon moves anyway, and it's weather-related, so I included it for artistic reasons. I included the screens because that's the way the vote went. Vacuum Wave was always a move I wanted and the three Fire moves are because I didn't want to give it just one.Code:TM02 - Dragon Claw TM03 - Water Pulse TM05 - Roar TM06 - Toxic TM07 - Hail TM10 - Hidden Power TM11 - Sunny Day TM12 - Taunt TM14 - Blizzard TM15 - Hyper Beam TM16 - Light Screen TM17 - Protect TM18 - Rain Dance TM21 - Frustration TM24 - Thunderbolt TM25 - Thunder TM26 - Earthquake TM27 - Return TM30 - Shadow Ball TM32 - Double Team TM33 - Reflect TM34 - Shock Wave TM35 - Flamethrower TM37 - Sandstorm TM38 - Fire Blast TM42 - Facade TM43 - Secret Power TM44 - Rest TM45 - Attract TM50 - Overheat TM51 - Roost TM57 - Charge Beam TM58 - Endure TM59 - Dragon Pulse TM62 - Silver Wind TM68 - Giga Impact TM70 - Flash TM72 - Avalanche TM73 - Thunder Wave TM76 - Stealth Rock TM78 - Captivate TM82 - Sleep Talk TM83 - Natural Gift TM90 - Substitute TM91 - Flash Cannon HM01 - Cut HM02 - Fly HM03 - Surf HM05 - Defog

Egg Moves: (Monster)
I haven't don the full compatable-ness yet, but Overheat and Slack Off are NOT compatable. Slowbro gives Cyclohm Slack Off, while Charizard gives Overheat to him. I originally intended to do this with Flamethrower too, but Slowbro just has to randomly learn both it and FB. Also, Yawn and Curse are included.Code:Overheat Slack Off Curse Yawn Stomp Disable Take Down Snore
Tutor Moves
Not much here is competetive: only Draco Meteor, Knock Off, and Heat Wave. Heat Wave is compatable with Slack Off, so, if you really want Recovery+Fire, you can have it.Code:Draco Meteor Fury Cutter Knock Off Heat Wave Icy Wind Ominous Wind Helping Hand Snore Swift Uproar Rollout Outrage Signal Beam Twister
What this movepool lacks:
Flamethrower and Fire Blast-you have options for both consistant and high powered fire moves, so these were seen as uneeded, (though I really did want F-Thrower over Overheat in the egg moves)
Dragon Dance-People have an obsesion with this move. I decided to leave it out so you don't have to deal with the random DD set.
Volt Tackle-With no DD this is useless-so its not here obviously
Slack Off+Overheat-I didn't really like the prospect of these to powerful moves together, hence, they aren't. However, if you want healing, Heat Wave or Surf can take over the void Overheat left. Similarly, Overheat and Surf work together.
As for support, Cyclohm has plenty of it: Knock Off, Light Screen, T-Wave, Stun Spore, and Roar. All can work on a defensively minded Cyclohm. Reflect isn't included as, well, it doesn't really need it.
However, the most awesome move in this movepool is obviously Ice Ball. Its like rollout, except Ice-typed, and cooler. Cyclohm also learns rollout by tutor, so you could use a gimmick set like Ice Ball/ Rollout/ Curse/ Outrage. Fun stuff.

Move Tutor:
Synopsis:Code:Counter Metronome Mimic Icy Wind Seismic Toss Knock Off Ominous Wind Vacuum Wave Swift Magnet Rise AncientPower Outrage Signal Beam Draco Meteor
- Physical attacks (for DD sets): Outrage, Shadow Claw, Facade, Return, Aerial Ace, Earthquake, Dragon Claw, Aqua Tail.
- Special attacks of potential worth: Discharge, Thunderbolt, Dragon Pulse, Thunder, Hidden Power, Shadow Ball, Psychic, Flamethrower, Heat Wave, Charge Beam, Surf, Vacuum Wave, Ancientpower, Signal Beam, Draco Meteor.
And some notes:
- Non-attacking moves of potential worth: Morning Sun, Thunder Wave, Glare, Roar, Toxic, Hail, Dragon Dance, Sunny Day, Taunt, Light Screen, Protect, Rain Dance, Reflect, Rest, Stealth Rock, Sleep Talk, Substitute, Recover, Aromatherapy, Mirror Coat, Charge, Counter, Knock Off, Magnet Rise, Yawn
- Sunny Day + Rain Dance + Hail + Sandstorm + Morning Sun + Weatherball for flavor.
- Morning Sun is the only form of recovery that is legal with Heat Wave, Yawn, Aromatherapy, Tickle, or Charge. All other moves are legal with Morning Sun and Recover.
- Flamethrower, Heat Wave, and Surf are the only competitive Water or Fire attacks. They offer the necessary coverage without being overpowered. Since Cyclohm should be leaning defensive anyways, I don't think the sweeper-esque high-powered attacks are necessary.
- No other pokemon in OU can run Counter + Mirror Coat. Also, it'll be the only pokemon outside of Deoxys-D to run both + Recover, giving it a little more surprise and niche value.
- No Volt Tackle. I could only put it in level-up, but the competitive moves there both outclass it, imo, and it would be a novelty otherwise.
- No Zap Cannon. 50% accuracy means no one will use it.
EDIT: I caved and added Volt Tackle (gimmicky) and Power Trick (gimmicky) to level-up moves, Heat Wave (competitive), Aqua Tail (gimmicky), Aromatherapy (competitive-ish), and Yawn (not competitive) to Egg moves, and Psychic (not competitive) to the TM list. I traded in Slack Off for Recover in terms of insta-recovery so that it would remain illegal with Heat Wave and Charge but become compatible with Mirror Coat. Now this moveset is very diverse, catering to offensive, defensive, mixed, support, and gimmick sets.
- Signal Beam > Bug Buzz because Bug Buzz could only be level-up and would take out one of my other competitive moves, and Signal Beam is tutorable.
Also, it can now run Counter + Mirror Coat + Recover, which would make it the only pokemon in OU to run Counter and Mirror Coat, and the only pokemon outside of Ubers to run both plus recovery. Let me know if that's too overpowered.
There you have it. Let me know how I can make it better, pleez.
Small edit made, I'll be making this my Final Submission.

Exclusions
-Volt Tackle. It would only be even remotely viable on a Dragon Dance set, and I don't think that this should be used as a physical attacker, anyway.
-Bug Buzz. I really don't see it fitting on this Pokemon, and Signal Beam is already a decent option, though I am still torn on this one, so if enough people give good enough reasons for it, I will add it in.
Level Up Moves:
Here, standouts include Whirlwind, Discharge, Rain Dance, Weather Ball, Dragon Pulse, and Thunder. Aside from that, I tried to keep it flavorful, mainly with moves like Water Sport (Hey, geodude learns mud sport and he is IMMUNE to Electric), Whirlwind, Tailwind, and Rain Dance. I could have made Weather Ball a Heart Scale move or something, but I know in-game if I was levelling up this pokemon, it would have been sweet to get those two moves at the same time.Code:1 - Tackle 1 - Leer 8 - Twister 12 - Thundershock 16 - Water Sport 20 - Dragon Rage 23 - Thunder Fang 27 - Whirlwind 30 - Dragonbreath 34 - Tri-Attack 38 - Discharge 42 - Tailwind 46 - Rain Dance 46 - Weather Ball 50 - Dragon Pulse 55 - Thunder
TM Moves:
You may notice the lack of Surf. However, this all ties into my TM and egg moves. Essentially, if you just want the standard Water Attack, you can use Rain Dance, which effectively cancels out Tyranitar's Sandstream boost as well should you switch into Aqua Tail or something like that. This also means that Fire Moves do half damage, so I thought it was a nice way of keeping Flamethrower and a standard Water attack separate. Overheat on the other hand, is legal with Hydro Pump (an egg move, but I will dicuss that in the egg move section).Code:TM02 - Dragon Claw TM03 - Water Pulse TM05 - Roar TM06 - Toxic TM07 - Hail TM10 - Hidden Power TM11 - Sunny Day TM12 - Taunt TM15 - Hyper Beam TM17 - Protect TM18 - Rain Dance TM20 - Safeguard TM21 - Frustration TM23 - Iron Tail TM24 - Thunderbolt TM25 - Thunder TM26 - Earthquake TM27 – Return TM32 - Double Team TM33 - Reflect TM34 - Shock Wave TM35 - Flamethrower TM40 - Aerial Ace TM41 - Torment TM42 - Facade TM43 - Secret Power TM44 - Rest TM45 - Attract TM50 - Overheat TM57 - Charge Beam TM58 - Endure TM59 - Dragon Pulse TM62 - Silver Wind TM65 - Shadow Claw TM68 - Giga Impact TM70 - Flash TM73 - Thunder Wave TM78 – Captivate TM82 - Sleep Talk TM83 - Natural Gift TM87 - Swagger TM90 - Substitute HM04 - Strength HM05 - Defog HM06 - Rock Smash
Both Reflect and Light Screen are available, together even, but one as an Egg move (Light Screen) and one as the TM (Reflect). People are getting very concerned over this for some reason, but I find nothing to fear. What makes many screeners so great is the ability to make an opening for a pokemon to come in, and I don't see CAP8 doing that. One problem I had in my first draft of this movepool was that Yawn was fully capable of doing this. I thought to myself how to remedy this, and I solved it. With Milotic providing Light Screen as an Egg move, and Kingdra providing Yawn as an egg move, the two can't be used together, meaning that as a Screener it either ineffectively sets up another pokemon, or can only set up and safely bring a pokemon into Reflect.
Other than that, other notable TM moves include Roar, Toxic, Hidden Power, Taunt, Earthquake, Overheat (which I will discuss later), Charge Beam, Thunderwave, Rest, and Sleep Talk. I did not include Psychic or Shadow Ball as I feel that bulky fighting types such as Machamp and (after playtesting) Revenankh could fare somewhat well against CAP8.
Egg Moves: (Monster/Dragon)
Here, there are several note worhty moves (and an odd parent; how is Arbok in the dragon group?) Anyways, a very interesting move here is Glare (a.k.a. Stun Spore, which technically Venusaur could have given it, but that seemed like too many egg moves and I felt that Glare fit better anyways), which you all know what it does. The Fangs are there for flavor as well (though Thunder Fang is in the level up list as well) as the three heads, three elemental attacks thing seemed cool, though I know full well that the Fangs wouldn't be seeing much use, even with Dragon Dance. Light Screen is here too, in place of being a TM, as discussed above.Code:Dragon Dance (Kingdra, Salamence, Charizard, Gyarados...) Hydro Pump (Gyarados, Salamence, Kingdra, Milotic...) Iron Head (Charizard, Garchomp) Outrage (Gyarados, Garchomp, Charizard, Kanghaskhan...) Thrash (Gyaraoos, Garchomp) Ice Fang (Arbok, Gyarados) Thunder Fang (Arbok) Fire Fang (Garchomp, Charizard, Arbok) Glare (Arbok) Haze (Arbok, Milotic, Dragonite) Overheat (Charizard) Yawn (Kingdra) Light Screen (Milotic)
Speaking of Dragon Dance, we see it legal with Outrage here. ResTalk DD Outrage could very well work, or just a standard set (though from experience ResTalk DD Stab is always cool).
Hydro Pump and Overheat are legal together, as with Overheat's SpAtk drop They both go down to Base 70-75. Plus, Hydro Pump has shaky accuracy anyways (I loathe using Fire Blast because of that 85 accuracy).
Move Tutor Moves:
The most noticeable here are Draco Meteor and Ominous Wind. Draco Meteor means this thing has a powerful One Turn STAB, and Ominous Wind gives it a not as powerful option against Revenankh.Code:Draco Meteor Air Cutter Icy Wind Ominous Wind Vacuum Wave Snore Swift Uproar Aqua Tail Iron Head Outrage Twister
Anyways, this is only preliminary for my movepool, so if anyone has any suggestions I will greatly appreciate them. I will also explain other move choice later.
EDIT: Any updates will have to wait until tomorrow; hopefully my internet doesn't screw up again!
