Gyarados (Substitute + Dragon Dance) WRITTEN [GP 1/2]

Alakazam has been in the meta for only a couple weeks, but I've seen plenty of them. If you run 220 speed EVs you'll beat that and Deoxys-S after a second DD.

I would just max out speed EVs at this point so you could also beat Scarf Terrakion after two dances.
 
I wonder why hasn't anyone mentioned flail? Not to be mean or anything, but wouldn't flail get powered by substitute. If you can sub up and use dragon dance flail will become a powerful move after some Hp is absorbed. Last thing is flail completely outclassed by return/frustration by the terms of power and usage?

Flail is contradictory with Leftovers, and the point of Gyarados isn't to Substitute down to a low level due to the fascinating amount of residual damage and priority going around in OU. When playing this Gyarados, you'd much rather keep its Substitute intact and set up than anything else.

Why this set deserves to be on-site:
Substitute allows Gyarados to avoid burns from Scalds as well as and other status while setting up as well as shield itself from revenge killers such as Rotom-Wand Excadrill.
EVs outspeed positive natured base 115s such as Starmie after one Dragon Dance.
Scarf Rotom-W therefore no longer checks it if its only e Electric move is Volt Switch.
Bounce dispatches bulky Grass-types such as Celebi while Stone Edge offers superior coverage against Flying-types such as Dragonite.
Additional Comments:
Intimidate allows Gyarados to set up on physical attackers and provide support to the team should it not be able to set up
Moxie, on the other hand, allows Gyarados to take advantage of Pokemon sacrified to break its subssubstitutes.
As this set can be phazed by Skarmory and bulky waters, those need to be eliminated before attempting a sweep
Teammates & Counters:
As Gyarados is already draining its HP quickly with Substitute, Rapid Spin support is appreciated to allow it to switch in more often.
Due to this set only being able to run two attacking moves, Politoed to set setting up up Drizzle helps Gyarados hit much harder; for instance, Rain-boosted Waterfall OHKOes Jirachi at +2.
Hazards support also helps Gyarados get crucial KOes as it sets up to afford it more Moxie boosts; Ferrothorn synergizes extremely well with Gyarados, switching into Rock- and Electric-typed attacks and setting up Spikes or Stealth Rock.
Gyarados is countered by Rotom-W carrying Thunderbolt so long as it doesn't have enough Moxie boosts; Ferrothorn can also function decently, although it is 2HKOed at +2 by Bounce.
Bulky Waters in general can stop Gyarados if they can break its Substitutes or phaze it out.

I think it's very important to mention that CB Scizor's U-turn will do 21.4% - 25.1% after Intimidate, I was using a different spread the other day and it haunted me when I couldn't keep my Sub.
