Can't you teach a Charmander/Charmeleon/Charizard Fire Punch on Emerald, then send it to D/P?

Yes, but even then, that's the only way. It's not an egg move and thus cannot be learned by breeding. Transferring from Emerald is the only way to get it.

Ouch. That sucks...

So the only good egg move that is actually used that can be made bred in D/P is Belly Drum...?

Do hidden powers get affect by Weather Conditions and Stab?
Yes.

I've been using this thread for minor teambuilding help... is that alright? My question is, which is better? Force Palm or Cross Chop on Hariyama? It's an Impish Sleep Talk version with the standard 76/180/252 spread. My team is extremely slow so far, but I have a Twaver and a Body Slammer already. Is one more overkill? Force Palm is better against Gyarados, who I don't currently counter too well, but I'm not so sure how many times one will be switching into me, considering that Hariyama often runs Stone Edge (mine runs Ice Punch, however), and it can OHKO some of the same things that Cross Chop does, like Tyranitar, just with better accuracy. The power isn't too bad, and will be boosted by Guts some of the time. Cross Chop is more powerful, can OH/2HKO more, and has the critical hit rate. It also might be able to OHKO Blissey if I switch in on Twave/get it with Sleep Talk.

Opinions?

ok i just got a shiny modest full 31 ho-oh (possible legal but unlikly) from hoenn i want the truth is there any way possible this isnt hacked? saves me getting it checked then

I believe it's still possible. Perfection is possible under the Modest nature--whether that's the case in the ADV generation is unknown to me.

But shiny on top of that? The odds of that are ridiculous, and I won't bother calculating them.

I'm 99.999999999999999% sure that it's hacked. That might be an optimistic figure, though.

Is there any defensive wall besides Gliscor that counters SD Lucario and Tyranitar? I've gone through so many lists but I can't really seem to find anything.

Other than Gliscor your most reliable bet would be Hippowdon, then probably Intimidate Top and then probably Donphan. Can't think of much else.

I'm trying to EV train a Impished natured Tangela in Hit Points, but after battling at least 20 Bidoof, and leveling up, its Hit Points only grew it's usual +3. When I was training EV training a Gentle Solrock for Hit Points against Bidoof it would get +9 to its HP. I know I haven't maxed out any stats, so why isn't Tangela getting EVs?

I think EV stats get handed out throughout leveling, so you don't necessarily get the bonus stats right away. Also possible is that your Solrock battled more Bidoof before it leveled up, so its increase was higher. I am not entirely sure though.

EDIT: Forgot to ask, what do you think would be a better moveset for Electivire in Wi-Fi? Physical-based mix or Special-based? Thanks ^^

Isn't Hippowdon OHKO'd by SD Lucario Close Combat with Stealth Rock on the field? Intimidate Top could be alright because the priority allows it to KO first. Those three above were some of the pokes I had thought of but it just doesn't seem like there are many solid counters. ;)

dont think so.

does sucker punch still if the opponents attack is going to miss? not 100% sure how the move priority works

Is it possible to pass down moves that a Pokemon can learn on older versions, but not in D/P? I'm planning to have a Rapid Spin Donphan, and if possible I want to breed it for IV's. Thanks.

The EV boost to a stat is inside the level scaler for that stat. You get the EV boost immediately upon leveling, but how much you can see it depends on the level and the amount of EVs.

20 Bidoofs is only 20 HP EVs, hence only +5 to HP at level 100. At level 20 (possibly around what Tangela was) that would only look like it increases the HP by 1. That's small enough to look like a natural level up. Of course, that's full of so many assumptions that I'm sure it won't really apply.
