What is the easiest/fastest way to find Lati@s for the first time in Emerald?
For me, I bought 100 max repels, caught a level 39 Corsola and started searching. It doesn't really make a difference, but you get tired of Zigzagoon popping up eventually, and you know that the first pokemon you run into is Lati@s.

Who should I ask/what should I do to get a hack check done on an in-game Pokemon? (If this post belongs in Wifi somewhere, just let me know.)

Have Smeargle Sketch a move, then take it to the Move Relearner (Pastoria City in D/P/Pt; Fallarbor Town in R/S/E) and have him make Smeargle remember Sketch. Repeat until it has four moves.
Ensure it faints after learning the move, to not gain EXP.

Just curious... for example you may use Foresight to hit ghost pokemon with normal/fighting attacks. Does Foresight also works for example if you use electric attack on ground type pokemon ? Or psychic attack on dark type ? Thanks for answer.

Sorry if this doesn't make sense. Its hard to phrase it. By how much evs change a pokemon stats at a certain level other than 100? example. I have a Chimchar thats level 5 with say 252 evs in speed. By how much does the speed increase when i level it to 6? How is it calculated?

@Garganator: No. This only applies to Ghost Pokemon.
@Jpaman: It doesn't increase much. I'm not really sure if there is a specific formula (I think it depends on Nature/IVs), but don't expect it to increase more than five or something. The higher the level, the higher the number increases. At level 100, however, it increases to as much EVs as you have. For example, if your infernape at level 99 gains 252 EVs in speed, if you level it up to 100, it will increase by about 63-66, depending on its Nature/IVs.

I don't currently have ds access, so i can't test this myself.

Is it true that burmy can not learn any egg moves?

eg-im trying to get a wormaden w/ camaflouge

Yep, Burmy's like Weedle, Caterpie and Wurmple in that it cannot learn anything other than its level-up moves. In D/P, these are Protect, Tackle, and Hidden Power.

This shows up whenever I click on Shoddy Battle:
