Honestly I think it's more worth it to buy the actual poffins they sell. They have a level of about 60 while the poffins made from the berries only have a level of ~20. I just buy the poffins to status up my contest pokes because the berries make pretty shitty poffins and take too long to make =/

You can trade over your Pokemon from Diamond, they just won't show up in the dex until it's upgraded.
No, the stats will be the same. You may need heart scales if for some reason you want an earlier move from Milotic's movepool but those are readily available.
If by hax items you mean bright powder, scope lens and so on, the answer is no, they're not banned.
What exactly causes the Platinum Elite Four's levels to increase? Sources I've found say I only need the National Dex or to beat Flint + Volkner in the Fight Area, but I still have the same low level E4 despite meeting both requirements. Maybe I have to do the Stark Mountain quest...?

Sucker punch also OHKOs Deoxys-a, but that's certainly not a valid argument to unban it.
The pokemons you listed will be re-examined in stage 3, but until that time they'll stay uber.
I don't know what exactly you are asking, but if you plan on cloning them to have more chances of getting the ability change upon evolution, sadly that's not helpful, the ability is set in the pokemon data and it'll change or not regardless of how many copies you do pal park.
About you Absol, dark\fight give already perfect neutral coverage, so consider night slash as an option. And yes, use Superpower, otherwise you'll be walled by steel types.
