From what I understand, you'll get 1 Speed EV + 4 Attack EVs. I think.
Yes. And you can reset fully for it at that "later." The IVs and nature and such will be different from the time you meet it in Distortion World.

When a pokemon uses Sleep Talk and it selects Focus Punch, does it do the charge animation or still have the negative priority? I looked but I couldn't find info on it on several different sites; I am trying to test some new movesets but I want to make sure beforehand if my concepts are even possible, haha
Focus punch can not be chosen by sleep talk.

1. ho-oh is not currently being tested but it will be tested in the future
2. having a counter does not necessarily mean a pokemon is not uber, however, garchomp like all other suspects will be retested in stage 3
3.agility sweeper is not powerful enough, and is outclassed by SD
Just for experience in general? For Trainer battles, all the trainers in the NE Island are beast after a couple of Vs. Seekers, not to mention you can fight Gym Leaders in the Battleground and your rival outside the Battleground on weekends. After getting the National Dex, the Elite Four hops up on steroids and go into the 60s, with Cynthia's Garchomp hitting the upper 70s. I think Stark Mountain has the highest level wild Pokemon, while all the rooms after passing the third pillar in Turnback Cave have Pokemon in the 60s (I think).

I just started playing Pokemon again and have essentially beaten platinum. My friend has done the same. We go into a wireless room to battle, both of us having full teams of 6 Lv. 100s. It says we have to have 2 level 30's or less. How do we get around this?

You must be in the Union Room, go to the Colliseum which is the room right next to it. There you can choose your rules and levels.

Eh, both have issues. Choice locks you into a move, so Scizor can come in on a resist and Pursuit you, while with CM you set up and then Scizor Bullet Punches. Pick your poison, though I'd go with choice personally.
None. Stage 3 isn't until all suspects are tested individually.
No. Some ubers are "obviously uber" and won't be tested at all. Only potentially unbroken uber pokemon are being tested, and the debate is in Policy Review. So far Garchomp, Deoxys-S, Shaymin-S (all moved to ubers), Latias (OU), and Latios (remains uber) have been done. Manaphy is completed, but we're still waiting for the vote to occur.
It really depends on the pokemon specifically, but generally you want max speed and 25+ on all relevant stats, while the rest are still decent. If you're looking to trade, you'll need much better than what I stated as better copies exist.
