It says the Jirachi event is only for Japanese games, will there be another one for non-japanese games?

And does Arceus have to be an event Arceus to get the level 1 dragons or could one just hack it?
And anyone know whether Arceus event is directly to HGSS or if its from D/P/Pt to HGSS?
How is the Jirachi event supposed to unlock the Pokewalker if the Pokewalker is a real-life solid object
