No, it wouldn't. And as for a replacement, you should specify what kind of Pokemon you're looking for. An offensive Pokemon with intimidate? then go for Gyarados or Salamence.
Does thief really not steal items 100 % of the time? I mean, that's what http://bulbapedia.bulbagarden.net/wiki/Thief says, but smogon doesn't. Also, is it the same then with covet?
As long as the user has nothing and the enemy has something, Thief/Covet WILL steal it, unless there's some special factor (Sticky Hold, Multitype and Giratina-O being the ones I know of) that stops it.
It along with Latias are going through another round of testing together, without Garchomp. To be honest, I don't know why Manaphy was allowed on the OU ladder for those few days.
I scimmed over the EV training guide and I was not able to find an answer to this question: If you have EV trained a pokemon, do they HAVE to be level 100 to get full use of those bonuses in battle? As in, if I have EV trained a Flareon, and his 510 EVs have been given to him by Lv. 45, then is there a reason to raise him to Lv. 100? If I use the EV trained Lv. 45 Flareon in battle, even Wi-Fi, will it be just the same as using a Lv. 100 EV trained Flareon(as long as the EVs are the same of course)?
You can only make full use of the EVs at lvl 100, but in Wi-Fi your Pokemon will be scaled to lvl 100, meaning that your Pokemon will have the stats they would have at lvl 100, so there's no need to train your Flareon to lvl 100 at all if you're intending to use it in Wi-Fi battles.
Even if that Wi-Fi battle is in PBR? Although I know they are all scaled to Lv. 50.
Not too sure about PBR, but it probably works the same way. No reason why a Pokemon scaled to lvl 50 wouldn't have the stats it should have at that level.
Essentially, at level 50, 8 Evs make 1 stat point, compared to 4 at level 100. You will always be weaker if you are not at level 100. The scale for PBR will take account though, so that is fine as long as it is fully EVd.

I do believe that one is being formed, in expectation for Shoddy 2, that will support 2v2.
Gengar or Heatran, depending on what you find yourself needing to revenge kill most often. Scarfgar revenge kills Gyarados and Salamence even after one Dragon Dance, which is A Good Thing. However you can't carry both HP Fire (for Scizor) and Ice (for dragons). I've never used Heatran but it's supposed to be good. It's typing means it can directly counter most Scizor.
Stat gains from EV training are proportional to level. Since stats themselves are nearly proportional to level, you get close to the same percentage gain in stats from your EV training whatever level your Pokemon are at (unless that level is very low).
If your Pokemon are auto-levelled, it will be just the same as if they were manually levelled
Scarf-Gengar is too frail to switch into things like Gyarados, if he's looking for a revenge killer that also retains some bulk, then he can just use scarf-Latias (thunderbolt,draco meteor, surf, trick). She doesn't provide spin blocking, but unlike Gengar can switch into Gyarados and survive every attack it can throw at her.
