Another question,
How can use a second name, you know the name is smaller caps that some people have above their picture?
 
that's a custom title, only certain users can have one, usually badgeholders (mods are badgeholders as well).
 
What does the "I could be banned" indicate at some users custom title?
Does it mean they have been warned?

Yes. They've recieved a lot of infractions and are in the verge of being banned soon.

"If you receive 4 points total at any time, you will be moved to the "I could be banned!" usergroup, which will entail reduced posting rights, in addition to a visible title showing your decreased status in the community.
If you receive 6 points total at any time, you will be banned until one of the 6 points expires."

Well, the only way to tell would to be check all of its information and see if they're accurate. Like where the Pokemon was caught or traded, are it's stats fit with the nature and 510 EV limit, are it's moveset legit, etc.
 
So let's say if a pokemon has legal ivs (perfect or not), evs, stats, and correct ability and moves, along with possible origins (level and location it was caught)...there's just no way to tell?

No. There are ways to tell if a Pokemon is hacked, but there is no way to prove beyond all doubt a Pokemon is legit.

Also about hacked pokemon.
I know wild caught pokemons are easy to identify if they are hacked, if the PID doesnt match the IVs.
How about egg/hatched pokemons?
How can you tell that they are hacked?

If EVERYTHING is possible, then I don't think there is another way to tell if that Pokemon may be hacked.

addition to that. Egg/Daycare pokemon's IVs can be RNG abused. But the PID stays same.
So how can you tell if it hacked?
 
You can check the hex code. Try looking at the Wifi blacklist discussion. That will tell if a Pokemon is hacked. EDIT: This is directed at two posts above, not one.
