So then What Pokemon can i sketch with Smeargle?

You catch yourself an Illumise on Route 229. Then have a double battle (Battle the twins at Route 204). Oh before you start to battle have Illumise relearn the Wish move.

There are other pokemon that can learn wish. Natu and Togepi though not until level 30's..

Could this work in OU with Magnezone support?

Everything can work with proper team support. It's just that OU has better options when it comes to special attackers. 95 base Spe fails to outspeed the common base 100 Spe Pkm, the psychic type doesn't help at all given how common pursuit is, and being weak to SR is just something more to consider when choosing Jinx for an OU team.

So Jynx is one of the cases of "good yet there are better"?
I mainly thought of it for a Hail team, so...

Also, if Pursuit is so dominant why is Ghost still considered a good type generally?

Immunity to fighting type attacks, rapid spin blocking, decent type coverage. And Jinx is not that good to be honest, though you can use it in OU if you support it correctly, that's it.

How is Jynx not good? STAB on one of the best attacking types (Ice), interesting movepool, 115 base SpA?

Also, is Gengar still high OU despite ScizorMania?

Haunter already said. Not quite fast enough, and being part-psychic's a liability these days what with pursuit; pure ice would probably be better.

If you think Jynx is good, use her. If after using her in a few dozen battles you still thing she's good, you may be on to something. But more likely you'll expose her flaws. The fact that the common usage for ice is to hit dragons, and they're mostly 4x weak, means non-STAB ice is usually quite adequate springs to mind as making Jynx not so needed.

Ice is not a bad attacking type, and Glaceon has a great Special Attack stat like Jynx, but Glaceon suffers from a pretty bad movepool, with its only attacking options being Blizzard, Ice Beam, Shadow Ball, and Hidden Power. Stealth Rock and priority also hurts. The best place to slip a Glaceon on a team would be a hail team IMO.

What would overally give more bulk-high base HP or defenses?

Depends if you want to be more defensive on Def or Sp.Def or be somewhat even on both, so HP. You should just use a damage calculator to configure your EVs if you really want to perfect your Pokemon's EVs.

How do people figure out exact stats like "X Evs give them exactly enough HP to survive Y this many times" or "X Evs give them enough speed to outrun Y pokemon with Z Evs" ?

I've already figured out how to use the Damage Calculator on Smogon to figure out the EVs for OHKOs and things like that, but I don't get where people are getting these other numbers from. Sorry if I'm being an idiot but I'm totally new to all of this and all the calculations and info and etc is like warping my brain

You should study all the Pokemon's minimum and maximum Speed. You should also need to understand what is more viable. Is making Gengar's Speed more viable than making it bulky? You know that Gengar is weak in bulkiness, so there's no reason to make it slow. You would want to outspeed threats like Infernape and Salamence, so you would obviously want to max it's speed out. While for a Pokemon like Swampert, you would want to take advantage of it's defenses rather than it's Speed. So you would want to invest EVs on its defenses rather than it's Speed.

If Ditto is holding a choice scarf/band/specs and uses transform to transform into something without transform, does it struggle on turns after the first?

No. If your Ditto is holding any of those items and uses Transform, then you are able to attack with the new set of moves. For example, if you're Choice Scarfed and you Transform on the opposing Salamence. You can then attack that Salamence with more speed from Choice Scarf. And you will be locked on to that attack. I hope that was clear.

Are there any recent smogon guides for double battling?

In Circus Maximus, do the basic mafia games you are participating in affect your priority in "big mafia"s? The rules say they are counted separately, but it doesn't specify how.
