Do you have any roamers out in your game? They cause your starting frame to increase by 1 per roamer. IE 1 roamer = +1 frame, 5 roamers = +5 frames. Either that, or you just waited a bit before collecting your egg. If you got it ASAP, then hopefully, your egg frame will be around 14. Yes, you might get a few resets with a frame of 13 or 15, due to NPC movement like you said. After you've gotten a good handle on finding your frame, now you can search for an IV spread that you'd like to get. This is under the Time Finder tab, I forget the name of the tab you'll use after that, but it's not the capture or the shiny egg one :P

All you do is pick a month and a year you'd like to hatch your egg in, and your average delay range. For the box with the starting frame, I usually start with your calibrated frame, so I don't have to bother with journal flips, and go upwards of 98 or 99. Make sure to click the option for the even / odd frame to match your starting frame. This way you'll only get even frames if you put in 14, and odd if you put in 13. Don't forget to select the IV's you want your egg to have in the upper right corner. Give RNG Reporter a minute or so to find some spreads, and you should get a list of different seeds. If you don't find any, or any you like for that matter, just change around the month and or the max frame. Changing the year may give you different seeds, I'm not completely sure. It will however just change the delay needed to hit the seeds. In the list of IV's A is your first parent, and B is your second. So, 31/A/31/x/x/B would give the first parent's attack and the second parent's speed to the new baby.

If you find one you like, now you can start soft resting for your seed. Make sure that your journal will open up before you enter the game, as you'll need to do your flips and then get your egg before the NPCs can move. Your number of flips will be ( your seed's frame - your calibrated frame ) / 2. Say your seed's frame is 20, and your frame was 4. 20 - 4 = 16, and 16 / 2 = 8. So you'd do 8 flips and then collect your egg. After collecting your egg, you can use the coin app to see which seed you hit. You'll want to right click on your seed, and choose generate adjacent results. Fill in the values of the next box, usually +/- 1 second, +/- 1 frame, and +/- 20 delay( or w/e number you feel like using). Now you can use the search by flips button to record your 10 coin flips, and if any of the adjacent seeds match, it'll show you which one you hit. Just be careful though, even if your flips match your target seed, you might have hit the wrong frame. So unless you're using an AR code to see inside the egg, hatch it to make sure it's right!

Hopefully that should help you, it's been awhile since I've bred anything, so I may have made a slight mistake. If anyone finds anything wrong, please correct me! :)

you have to add 6 to the actual frame after a battle. If you actual frame of the pokemon you just battled is 17, then you will be on frame 3 directly after the battle. This would explain why you are exactly 6 frames above your desired frame

seriously people, if you don't know how to work sweetscent then don't use it

aw maaan... I KNEW about the whole "add 6" thing, but I just completely forgot about it... thanks so much. I should be able to do it now.
 
I have another question about radar abuse:
Do pokéradar pokémon have a monster frame the same as sweet scented pokemon? By that I mean, when I walk into the patch of radar grass, will the RNG be advanced by 1, by walking into the patch, or 3 (2 for monster frame, 1 for walking into patch)?

If I'm not getting the Kanto call, should I just kill Lugia and come back for it after Kanto, or should I do it now but the Kanto calls will be something else?

I'm not sure about poke League but normally it does so it probably should do. It doesn't matter for advancement if you got the call already.
I can't tell if by 1 or by 5 as Enteis Starting Frame is 6 after all.
Hard to say. Didn't try that yet.

EDIT: Guys a Guide for the Elm Method will follow later on. Also if I'm not mistaken we can await a new version of RNG Reporter very soon with all these features implemented (hopefully)
 
YES!! I finally did it! I now have my perfect HP Ice Raikou. My deepest thanks to COKTAL and Ditto for your help. If I ever make a trade thread, you're getting free credits.

Do we have a current post anywhere on the forums that will help anyone get the specific pokémon they want to come out of a tree? If not, I am going to compile a list of how to get certain pokémon to come out of certain trees on a specific seed (will add more later):

I've found that practically any seed works for making a certain Pokemon appear, and for me, I believe it's faster to figure out how many advances you need from whatever seed you get than it would be to aim for a specific seed.

I'm wondering that too, but I'm going to try it at frame 1 since I don't think the game will make the other calls for Raikou since it's already out, but it will definetly make the advances for Raikou being out already. I'm going to try that in just a little while, as soon as I find an AR code to re-release Latias since the seed finder calculates the advances they will have. I need to since Entei will show up in the same spot for my seed and a few near it.
 
I am trying to RNG a Hoppip with Radar abuse in route 205 south. I am trying constantly to get a Hoppip to appear, and it's not working, no matter how many times I try. I always walk into the shiny patches of radar grass, but Hoppip never appears (a Hoppip hasn't appeared once). Am I doing something wrong or so I just have horrid luck?

Also, whenever I advance the RNG to an appropriate frame with an encounter slot of 7 (Hoppip's encounter slot when using radar), I almost always find either a Buizel or Pachirisu.
 
Something that may be useful to note, though I'm not sure this is the place for it, is that the IV checker fellow in Heart Gold appears to cycle through the pokemon's max IVs. For example, I bred a Gible, and in an effort to determine whether it inherited speed from its parents, I was spamming A on the IV man. After six or seven clicks I noticed he listed Attack as his highest, then defense, and then special defense. I cycled through my Gible's IVs for ten more cycles (thirty clicks in all) and he did this consistently. Afterwards, I checked the Gible's IVs and those three were the only three max IVs. Sadly, the Gible's speed sucked, but I think this can be quite useful for checking what IVs were inherited.

EDIT:I walked 128 steps 38 times with 6 pokemon(228) ended up with frame of 194?

well for radar, the encounter slots given by RNG reporter usualy won't produce the pokemon you want even though your frame may say an encounter slot of 7 thats for SWEETSCENTING which your not doing, as for why it won't appear try a different patch or switch to another location in that grassy area.

Is there any way to know fur sure what pokemon will appear on which patch of grass?
 
Just for a quick clarity before I start my 14- frame advancement, the Seed Finder's starting frame is 1 low. Like it says 2, but I need to take it as 3 since they count 0 as frame 1, correct? My target frame is 143, so i need 140 advancements, right? Just want to make sure this is right since this is my 7th attempt today for Entei and I don't want to face the E4 again.
 
Where are places to find lv 50 plus pokemon in D/P/Pt?
Almost all of the Pokémon in the grass in the Survival Area / Fight Area / Resort Area routes are level 50+. In Platinum, you can catch high-level Magikarp by fishing at the Resort Area with the Super Rod (they even go up to level 100, but can be well below level 50 as well).

If you want be absolutely sure just plug the seed next to the frame into RNG Reporter to check.

its how roamers advance the frames like in D/P/Pt so on that seed entei and raikou advance the frames by 2 so you have to take that into account when doing your advancements.

Means that the Seed is advanced +2 so your Starting Frame would be 3.
Starting Frame won't be right but maybe I should name it and add the 1 for making it easier to understand.
