Do you have any roamers out in your game? They cause your starting frame to increase by 1 per roamer. IE 1 roamer = +1 frame, 5 roamers = +5 frames. Either that, or you just waited a bit before collecting your egg. If you got it ASAP, then hopefully, your egg frame will be around 14. Yes, you might get a few resets with a frame of 13 or 15, due to NPC movement like you said. After you've gotten a good handle on finding your frame, now you can search for an IV spread that you'd like to get. This is under the Time Finder tab, I forget the name of the tab you'll use after that, but it's not the capture or the shiny egg one :P
All you do is pick a month and a year you'd like to hatch your egg in, and your average delay range. For the box with the starting frame, I usually start with your calibrated frame, so I don't have to bother with journal flips, and go upwards of 98 or 99. Make sure to click the option for the even / odd frame to match your starting frame. This way you'll only get even frames if you put in 14, and odd if you put in 13. Don't forget to select the IV's you want your egg to have in the upper right corner. Give RNG Reporter a minute or so to find some spreads, and you should get a list of different seeds. If you don't find any, or any you like for that matter, just change around the month and or the max frame. Changing the year may give you different seeds, I'm not completely sure. It will however just change the delay needed to hit the seeds. In the list of IV's A is your first parent, and B is your second. So, 31/A/31/x/x/B would give the first parent's attack and the second parent's speed to the new baby.
If you find one you like, now you can start soft resting for your seed. Make sure that your journal will open up before you enter the game, as you'll need to do your flips and then get your egg before the NPCs can move. Your number of flips will be ( your seed's frame - your calibrated frame ) / 2. Say your seed's frame is 20, and your frame was 4. 20 - 4 = 16, and 16 / 2 = 8. So you'd do 8 flips and then collect your egg. After collecting your egg, you can use the coin app to see which seed you hit. You'll want to right click on your seed, and choose generate adjacent results. Fill in the values of the next box, usually +/- 1 second, +/- 1 frame, and +/- 20 delay( or w/e number you feel like using). Now you can use the search by flips button to record your 10 coin flips, and if any of the adjacent seeds match, it'll show you which one you hit. Just be careful though, even if your flips match your target seed, you might have hit the wrong frame. So unless you're using an AR code to see inside the egg, hatch it to make sure it's right!
