you mean the delay, and depending on which game your playing there are different methods. On D/P/Pt you can use coin flips on the poketch to determine what seed you landed on and from that check the delay, you can capture a pokemon and check its IVs or catch one level 50 or higher and use its stats, input that information into seed finder and get your delay/seed from there. That's because you're limiting yourself by looking at seeds you can hit just by mashing A at the start of the game, I assume. We are going to be rewriting the guides, phasing out this outdated and imprecise method in favor of using a timer like emloop to hit high delays.
You'll notice that if you plug that spread (31\31\31\30\31\31, Bold) into RNG Reporter's Seed Finder, and check "Open Search" and "Show Offset", you will see that spread shows up on frame 5 on seed C8080a94. That's the Method 1 equivalent. When you select that seed, and show a Method K list with a Bold synchronizer, you'll see it lands on frame 4. C8080a94 is the frame 4 seed they were talking about, and has a delay of 2698 in 2010.

It's about 30 seconds off what I'd expect, so we have to fix this before we go further. You must either be spending about half a minute too long between soft resetting and continuing, or half a minute too short. (By your delay, I'd guess too long.)
To recap: this is what you're doing, right? You set your DS's time to 00:58 and start the emloop countdown. emloop starts at about 44 seconds and counts down.
You turn your DS off and on again, and start up SS. You wait during the opening cutscene until emloop reaches 0 and then soft reset.
emloop counts down from about 14 seconds whilst you quickly cycle through the opening cutscene to the continue menu. You press A to start the game when emloop reaches 0 for the second time.
By this method, you're taking about 59 seconds from when you set the clock to when you continue the game, so your seconds should be 59. Since they're closer to 30, you must either be going through the cutscene too soon or too late...

Okay, there is another method we could try, though it's more inaccurate. Catch a wild Pokéon immediately outside Lugia's room. Find out its IVs and we can use that to find out what seed and frame we're on. Then we can look for a shiny spread with that seed. Since the other method isn't working, let's try this.
First, start up the game and make a note of the time and date (on your DS) when you start the game, correct to the nearest minute. Then catch a wild Pokémon outside Lugia's room and work out the IVs with metalkid's calculator as before. Once you've done that, report the time, date and the IVs you get back here.
