you mean the delay, and depending on which game your playing there are different methods. On D/P/Pt you can use coin flips on the poketch to determine what seed you landed on and from that check the delay, you can capture a pokemon and check its IVs or catch one level 50 or higher and use its stats, input that information into seed finder and get your delay/seed from there. On Hg/SS you can catch a pokemon or you can use the roamers or calling professor elm to check your seed and input that seed into RNG reporer's seed to time option and get your delay from there, there is a guide on verifying your seed using these in HG/SS on the front page of this thread here's the link:http://www.smogon.com/forums/showpost.php?p=2566531&postcount=3

Well, I finally hatched a shiny. It's funny, though. The only thing I did different was use international parents. That's the only thing I can think of, other than maybe I messed up on my taps without realizing it...

Okay, use metalkid's calculator: http://www.metalkid.info/Pokemon/Calculators/IV.aspx
and some rare candies to work out the IVs. You don't need to bother about how many Pokémon are in your party until you're working out the frame.
It does advance the RNG. How do you know it lands on Frame 1? Checking the iv's?

Okay, when you enter Lugias stats/IVs into the DPPr Seed Finder on RNG Reporter it will come back with a seconds value and a delay value. The seconds value should be on or close to what you're aiming for, in this case, 59; if it's not, there's been a mistake somewhere.
The delay value we're aiming for is 876. The delay RNG reporter gives should be higher than this. Find the difference, then add that difference on to 876 and use this new number in emloop.

Why do I have a feeling no one has really tested this and that I'm going to have to test this for a long time?
Okay, that gives seconds of 32, which is, again, pretty weird. It's about 30 seconds off what I'd expect, so we have to fix this before we go further. You must either be spending about half a minute too long between soft resetting and continuing, or half a minute too short. (By your delay, I'd guess too long.)
To recap: this is what you're doing, right? You set your DS's time to 00:58 and start the emloop countdown. emloop starts at about 44 seconds and counts down.
You turn your DS off and on again, and start up SS. You wait during the opening cutscene until emloop reaches 0 and then soft reset.
emloop counts down from about 14 seconds whilst you quickly cycle through the opening cutscene to the continue menu. You press A to start the game when emloop reaches 0 for the second time.
By this method, you're taking about 59 seconds from when you set the clock to when you continue the game, so your seconds should be 59. Since they're closer to 30, you must either be going through the cutscene too soon or too late...
No, I was using PokéRNG and setting the minimum delay to 489, and the max to 99999, with the instructions for a Bold, HP Electric 70 spread of 31/x/31/30/31/31, and it came up with two results, both of which have very high frame numbers. I didn't use RNG reporter 'cos it takes ages, but I can't understand why PokéRNG didn't come out with that seed. In any case, thanks for finding it for me. I can now get my perfect Suicune.
EDIT: Wait, I just tried doing exactly what you said, and I found the seed. I didn't realise you could find a seed with just the IVs, and not the date used. Is that what the "open search" checkbox does? I had no idea you could use it for this. Still doesn't explain why PokéRNG couldn't find it, though...

Okay, there is another method we could try, though it's more inaccurate. Catch a wild Pokéon immediately outside Lugia's room. Find out its IVs and we can use that to find out what seed and frame we're on. Then we can look for a shiny spread with that seed. Since the other method isn't working, let's try this.
First, start up the game and make a note of the time and date (on your DS) when you start the game, correct to the nearest minute. Then catch a wild Pokémon outside Lugia's room and work out the IVs with metalkid's calculator as before. Once you've done that, report the time, date and the IVs you get back here.

ok this happened to me before what i suggest is using a different target time
The seed you got would have a delay of 4562 if you got it in 2010
To get your desired seed you would have to hit a delay of 4440 in 2071
For example:
Go down 10 years you add the 10 to you target delay
Go up 10 years and take away 10 from your target delay
