Can you use gastro acid or worry seed to nullify sticky hold, letting you use trick/thief/switcheroo to steal koga's leftovers and black sludge?

Yes, but if he switches the Pokémon out they regain Sticky Hold, but I don't see how that could really benefit you either way
Edit: Oh you're literally trying to steal the items. I suppose it would work, I guess you have to try it out yourself

Also last time I checked Shedinja can't learn Swords Dance..
EDIT: odd. according to Serebii and Bulbapedia, Sheddy can't learn Swords Dance at all...
Swords Dance is a bit of a tricky move to get on Shedinja. You have to keep Nincada from evolving until level 25, at which point Ninjask should try to learn Swords Dance immediately upon evolution, and the Shedinja that is left behind will also have it if you allow Ninjask to learn it. As for Shadow Sneak, Shedinja learns that at level 38.
BTW, props on having the guts to use Shedinja... he's one of my favs :)
You can rebattle the elite 4, and as far as I can tell you get to keep all in in game items stolen from trainers with trick (tested it on the elite four. Used trick on the psychic bird with a sitris berry, and got to keep it. Incidentally, you also lose held items you trick to them after the battle, so trick scarf isn't a good tactic). If this is possible, it could be a good quick source of leftovers and black sludges for the party. Currently sticky hold stops that from being possible.

What you do to get Shedinja Swords Dance is get your Nincada up to Lv. 25 and have it evolve right then. Ninjask will try to learn Swords Dance immediately (and you let it) and Shedinja will have Swords Dance when it's created. Swords Dance + Baton Pass is still illegal, though.

Will my Mewtwo from HeartGold get more experience if I keep it on that cart and repeatedly battle the E4 rematch/Red/Gym Leader rematches, or if I trade it to my Platinum cart for boosted experience and battle the E4 rematch/trainers in the Battleground?
I'd say the boosted exp will make up the difference of not fighting red. IIRC the elite 4 there is pretty high level.

Well that depends who you're talking to. Technically the child is not hacked, but some people might be against trading it

Adding on to this, when are the ivs of roaming legends set?
When they start roaming. If you KO them and beat the Elite 4, I believe the IVs are then redetermined.

Does the Lustrous Orb boost only Palkia's Water and Dragon moves? Some websites say it boosts "the user's" while others say it's only for Palkia. I was hoping to use this:

If you're asking about what illegal moves/stats will carry over, none should. No illegal moves can be EM'd, and unless you use a Power item no IVs will be inherited. You won't even have a higher chance of getting a shiny egg.
It's exclusive to Palkia. When in doubt, trust Smogon.
Serebii, Smogon, and Bulbapedia all state that it is Palkia exclusive. Marriland makes no mention of the item except the fact that you need that and the Adamant Orb to get Palkia/Dialga.
