Depends what you mean by shared--if you mean they're even split or just that all Pokemon get some. They aren't split 50/50 like experience normally is. When a Pokemon is holding the Exp. Share, but a different Pokemon is the one that's actually fighting, both Pokemon get the same amount of EVs as if they had fought and defeated the Pokemon.Are EVs shared when the experience share item is used?
A Pokemon holding EXP Share will get the full EV yield from Pokemon defeated when it is in the party (and not fainted). Pokerus on the EXP Share holding Pokemon takes effect. Pokerus, Power Items, or Macho Brace on the battling Pokemon do not boost the EVs gained by the non-battling EXP Share holding Pokemon.
(It's well worth taking advantage of this when EV training. Train multiple Pokemon at once, rotating through the lead (who has the Macho Brace or Power Item), and you can halve or better the time taken to EV.)

The other Pokemon would also gain 5 if it was also holding an Anklet, and 1 if it wasn't. i've got a question, but first, a little backstory, which you might wanna skip:
today i was bored playing soulsilver when i decided to start looking for my legendaries to catch them. so, there i am, playing ss in the couch while watching some random movie. on the first try, i got lugia, so i'm like "awesome :D." but then, i went to the box, and the stats all looked good. so i check, and, surprisingly, all ivs are well over 25 (cept for hp, which is around 23).
So, my question is this: What would be the best moveset for Lugia?

Well, I'd still start EV training it as if it had the Timid nature. For the moves, I'd change everything special to physical.

I want to participate in the VGC but I don't want to pay for the travel and then lose in the first round. I would like to know how to make a good team for the VGC. I know that it is a stupid question but I really have to ask it. I would like advice more than pre-made teams.
