The effect of King's Rock is separate from the additional effect of attacks such as Bite. The ability Serene Grace will not double the chance to flinch: "If the user holds a King's Rock ... the opponent may flinch after the user uses this attack and this attack is successful (a 10% chance). This is considered an additional effect for the purposes of Shield Dust, but not for the purposes of Serene Grace."

If it's an in-game Togekiss it probably won't have all 31 IVs anyway. The main thing seems to be outspeeding TTar, so find out your IVS and invest enough speed EVs to do that. Then distribute the rest as you see fit. Maybe check if there's anything that will kill you with too low HP, or you won't kill with too low attack.

Is there anyway to play HG/SS on a television? Or are there other pokemon games that let you get a decent pokemon experience (Gamecube or otherwise) that you can play on a large screen? That would still allow you to do multiplayer with the handheld versions of the game?
You can play on an emulator on a computer. The most popular is Desmume. To transfer your save between the emulator and the physical console, you will need either an Action Replay (which I believe can copy save files, but check) or a DS flash cartridge. Even then you may encounter file format conversion issues. HGSS do not work on desmume (and the devs rather angrily say they won't bother making it work), and there's no multiplayer in the emulator.

You could also look at the DSi XL, which has larger screens, though still not TV size. And you may be able to use a physical magnifier - the large fresnel-lens type sold for reading might work.

(Do not ask where to buy flash carts or download ROMs - some of the former, and all of the latter, violate copyright laws in most jurisdictions.)
 
Can Probopass even learn Head Smash?
Serebii says it has it as an egg move, but I don't see anything in its Egg group that can give it Head Smash..

Makes you wonder if in Gen 5 we'll get a Mineral poke with it. Like Sudowoodo or something

An event Pokemon for this seems more likely than waiting until gen 5, otherwise why would it even have it as an egg move with no possible way to get it? Gen 3 had Helping Hand Tyrogue and Heat Wave Slugma unable to be done until XD's Shadow Hitmonchan and Magcargo respectively, but unless there's a new Pokemon Wii game that's been kept secret (unlikely, since gen 5's so close) then an event's the only possible way for new moves to show up on stuff.
 
Which is better for a vaporeon def or hp?

if you're EV training a defensive Vaporeon, then Defence is the stat to always maximize, Vaporeon's HP stat is already great while its Def is just average. Investing EVs into Def makes it take physical hits better than if you invest them into HP.
 
I just need help w/ some speeds real fast:

Is neutral nature 0 speed Toxicroak ever going to appear in this lifetime? I know it's on odd Toxicroak but I am getting speeds for my new team and am thinking of running less speed because max only outruns him, and I can take some EVs out and put them in other stats....

And are 0 speed neutral nature Suicune and Cress ever used? Even in doubles? Most run some speed, but these seem more likely than the Toxicroak....
 
Complete Rock Polish Aggron Counters

I cant make my team until I know all of his counters!

If you look at the analysis:

Donphan, Nidoqueen, and Claydol wall any Aggron w/o Aqua Tail and Ice Punch, but they are usually only 2HKOd, and will heavily dent you w/ EQ or demolish you with EPower.

Milotic OHKOs if it manages to switch in w/o being KOd itself.

Hitmontop survives Head Smash b/c Intimidate

Gastrodon and Quagsire are only 3HKOd by Head Smash, and can set up on you while Recovering.

Swampert and Hippowdon laugh at it, resisting it's STAB and both can take it's coverage attacks pretty well....

Most Special attacks will KO if they get in before you get to RP. Vacuum Wave is deadly.

Watch out for Torterra.....
 
Don't worry about my question on the speeds, I have already figured out what I need to outrun....

But when I use Gravity/Tailwind, does the affect begin that turn?

Like, Say I have Gliscor and Rotom-A vs Electrode and Smeargle.

Electrode attacks
Gliscor uses Tailwind

Would Rotom-A attack next even if it is slower than Smeargle b/c I used Tailwind? Or will Smeargle go before Rotom-A and I have to wait till the next turn for the doubled speed affect to activate?
 
Rotom-A would attack next, since Tailwind is like Reflect/Barrier - they happen instantly.
 
Could I get an explanation of the term "RNG Breeding?" Been out of the game a while and I either don't remember it or it's new...

Simply put, it involves abusing the random number generator by changing the time and date on the DS to obtain the nature and IVs you want.
 
In My Pokémon Ranch, is it totally random whether or not Hayley will offer to trade you for Wanted Pokémon, or is there more to it? Early on, she traded me a Shroomish, then after a long period of no trades, she traded me 6 Pokémon in a row, and since then, she's offered no trades for the 15 or so Wanted Pokémon I've brought.

That's only because the priority is locked in for the current round, and the priority order doesn't change until the following round. In all respects other than which Pokemon will strike first, Tailwind's effect will adjust the active Pokemon's Speed for the current round: "For three rounds, including the current round, the Speed of each active Pokémon on the user's side is doubled." For example, if a Pokemon uses Tailwind, then Gyro Ball, when used by an opponent in the same round, will deal about 2 times more damage than would be the case without Tailwind.
 
Can Forrtress learn Pain Split? Smogon says so and it's listed on Serebii as a HGSS move tutor attack, but it's not listed in Shoddy.
 
it can, the reason it isnt listed on shoddy is because you chose standard metagame not smogon community when choosing to build the team. Shoddy hasnt updated to HG/SS moves, but CAP and smogon server have
 
I just bought Pokemon Colosseum, and was looking at the other obtainable Pokemon on Bulbapedia. Some Pokemon were listed under "Japanese E-Card," and I was wondering if they are possible for someone in the US to get. If so, how does on get them? Do the Pokemon require a certain event, or a special code, or just something else that I can get off of eBay?

Are you sure? I just made a team with a NP Mismagius using the same team builder. Then I logged into the Smogon server and tried to make a Pain Split Forretress under File->New Team and the move wasn't listed.
