I just bought Pokemon Colosseum, and was looking at the other obtainable Pokemon on Bulbapedia. Some Pokemon were listed under "Japanese E-Card," and I was wondering if they are possible for someone in the US to get. If so, how does on get them? Do the Pokemon require a certain event, or a special code, or just something else that I can get off of eBay?

You have to have special Japanese e-Cards, which have long since been discontinued, and are very rare and expensive. In the Japanese game, the receptionist in the Phenac City Pokémon Center basement also gives you the option to go to link a GBA with an e-Reader attached, and if you scan one of the relative cards, you'll be taken to a dome where you battle a trainer and have a chance to snag the otherwise unobtainable Shadow Pokémon.

I understand that Legendaries have illegal IV's based off PID I assume (for example Naive Heatran with 31 all). Does this apply to other Pokemon as well? Or is everything else fair game?

It applies to anything caught/otherwise received; bred Pokémon can have whatever.

Hmm... I don't know about that, but I haven't even seen scans of them except for lone low-quality scan of one of them on Serebii (see link in my last post). However, even if you had the scans and printed your own working copy, you'd need a Japanese copy of Colosseum, a Japanese GameCube / Wii or a freeloader, and apparently a Japanese e-Reader as well.

Actually, If you have Platnium, there a guy in Velistone City that tells you your HP. In HG/SS, there's someone in Johto who tells you, but I forget where he is

Here is a good website for calculating hidden powers:

You first need to find your Pokemon's IVs, and for the website I gave you you will also need to know the levels at which it evolved from a Budew to Roselia, and from Roselia to Roserade (or perhaps you started with a Roselia), and you will also need to know your Pokemon's EVs. I don't know of any way to find the level that your Pokemon evolved at, but I can help you determine your EVs.

Save the game, and then go to your berry section of your bag. Find the berries that raise happiness but reduce your Pokemon base stat (berries #21-26) and feed your Pokemon these berries one stat at a time, until it says that the base stat cannot be lowered For example, you can feed Roserade a Pomeg Berry, then feed Roserade a Pomeg Berry again, and then feed again, and so on until it says that the HP stat cant be lowered. Then do the same thing with Kelpsy Berry, until it says that the attack can't be lowered, and so on until you have lowered all of your Pokemon stats as low as they can go. Then do to the caluclator, enter your Pokemon's current stats and under the EV column put 0 for each stat. For Metalkids, it also helps if you know you hidden power type, which can be found in the Vielstone Game Corner prize exchange house in Platinum, and in the Celadon Game Corner prize exchange house in HeartGold and SoulSilver.

After you do all of the berry stuff and calculating, soft reset your game in order to retain your Roserade's EV's and previos stats from before you fed it the berries. Saving will make your Roserade weak since it will have 0 EVs in every stat and you will need to EV train it again.

Is there any specific way to reset for IVs on a legendary (Zapdos, in this case). I have my Timid Synchro, but it takes forever to catch him.... and resetting for that over and over seems rather daunting. Any way I can raise the chances of getting a decent one?

mamosine , physical sweeper. mainly ice shard / EQ with cb

You could RNG it; check the RNG Help thread in the wifi forum.

2 Short Questions regarding RNG:

-> I use the Spreadsheets from the RNG manipulation guide here at somogon. So i was wondering: Does "Offset" mean "target Frame"? If no: What does it mean, and where is the target frame?

-> By now i'm pretty good with hitting my Seconds but my delay tends to be off by like 2-10 points. Is there a special trick or do i just have to keep trying?

In hg/ss what happens if you have enough money to buy the slowpoketail from that rocket grunt? Can you buy it?
 
Ok... On average, is it better to spend time RNGing or just resetting for a pokemon?

Keep in mind that I normally don't have large bursts of time, just short intervals between studying :P

Also, I have no idea how to RNG. It might come in handy though.

RNG is kind of difficult to understand but here's the guide.
It is easier than resetting . You can get more positive outcomes faster by abusing the RNG.

It really varies quite a bit. If you're lucky/good enough to hit your seed first tr it can be very quick; on the other hand, sometimes you can spend hours soft resetting until you get the seed.
 
It boosts physical attacks by 10%, but you can use multiple attacks. Choice Band boosts Attack by 50%, but you can use only one attack, just for comparison

Wow that is a little low.

I guess I'll have to obtain a second Life Orb from Heartgold.

Where do you find the Life Orb? I read it is in the "upper left" of the Ruins of Alph but that description confuses me. Are there more than one underground chamber in the ruins or what? Or are they talking about the overworld, because even then I haven't found it.
