Not necessarily. After all, see: Knock Off, which is what it would basically be in that case, for all intents and purposes in Wi-Fi/Shoddy battles. If it just turns out to be a slightly more powerful Knock Off, I'd really doubt it would be broken.Then that move would be broken completely if it destroyed all items.

Pretty sure Kitsunine just meant any time of items, instead of just berries, by "all items." We knew about the berry thing, lol. And yThe move is called Complete Burn, and completely incinerates everything 100% of the time; what they didn't specify is that the move only target's the opponent's Berry. Woot!
On a serious note, I think it would be a great move if if destroyed all items. It would definitely make up for any kind of low base damage it might have. Also, Victini's ability is a great touch. I can image some serious Fire Blast usage, and teaming up with Starmie for doubles if it's in OU.

That doesn't really seem like a Choice item technically, IMO, since Choice moves revolve around being forced to use one move. However, you have an idea here-- maybe there could be an item that could be sort of like a forced Taunt for some kind of defensive boost? OR maybe even an offensive or speed boost? I'm not sure if the latter would be too destructive or not, but it would be not be usable by stat-uppers at least, and you could sort of... "absorb" Taunt.
