I believe its already been tested that Auto Rain/Sun is broken as it was tested with lower level Kyogres and Groundons so based on their abilities alone they are broken. Even if they gave Magikarp Drizzle it would be Uber.
This is very true. But I suppose it should be noted that this is very true is the
DPPHGSS metagame.
For all we know, BW could introduce elements (like lots of Cloud Nine pokemon of various types, high base power fire type attacks that "burn off" rain, high base power flying type cloud attacks that cover the clear skies, etc.), and weather could be maintainable.
I don't see your guys' reasoning behind this. Sure, Outrage is very powerful, but it's very easy to counter, since they get locked on in the move. I don't think they should adjust it at all, I have no problems with it.
I don't think Outrage needs to be nerfed so much as I wish there were better, more varied defensive options against dragons and their attacks. People frequently mention ice pokemon having a resist, and I agree though it's unfortunately unlikely. I'd also really like something like Draco Absorb (ala Water Absorb), perhaps even for a dragon type defensive Eevee.
I want Blastoise to become Water/Steel. Like, what exactly are those cannons made from if they're not Steel? >__> And all those extra resistances would make him so much more useful.
I sincerely wish that was a distinct possibility. :( Water types have always been such a dime a dozen, that I've never really found a reason for chosing Blastoise in game, and he's relegated to being a UU spinner competitively. Steel typing could seriously help him along.
I'm pretty sold on Venusaur getting Chlorophyl or Solar Power, and I do think it's likely that Blastoise will get Shell Armor.
I find Charizard a little harder to be convinced by. Intimidate would be awesome, but I'm not sure I see that as more likely than Flame Body or Magma Armor.
I do hope they give a grass Pokemon Thick Fat. Meganium, Tangrowth, Venusaur, and Torterra are the only existing grass types that could remotely be wide enough though (and even then, I'm not too sure).
