Most Generation PRNG Help / Information

I've got a question.

When I RNG for a Pokemon to hit a specific EV spread (e.g. For a certain Hidden Power) but I ALSO want it shiny, shoul I perform the necessary steps (taps and flips) to make my egg shiny and when the Day-Care Man has the egg I want, save before getting it, (verify it's shiny) and then begin to soft reset for my target spread?

Also if anyone wants to help walk me through the entire thing as I haven't begun to start to RNG for IVs (I've only done Shininess), that'd be great xD I'll be online at 8 PM, at the forum's time.

That's correct. When the daycare man has the egg, save before collecting. You can then reset for IVs. I would like to help you but I'm already helping some of my friends with Egg Ivs lol. Maybe If I can finish helping them I can walk you through it. The target time is the time when you hit continue.

The NPCs affect the frames at a non-steady rate. It goes up every time they move and they move when they feel like it.

Every time they move is +1 though, correct?

And you do mean the DS clock's time correct?

EDIT: How do I make sure the Pokemon that I encounter with my IV spread is a Scyther? Also, what frame would people recommend I go to predicting that NPCs will be moving in the Big Catching Contest?
 
for some reason, after i click the rng reporter file on the website to download and save the zipped files into a file on my computer, it won't let me use the rng reporter. help?

Yes, the DS clock time. It advances every time they move, turn (maybe even if they decide to sit still, not sure). There's a ton of them there too which is what makes the contest such a hard place. As for ensuring that that's what you get.. well I'm not sure. It is probably still based on encounter sots, but different ones than normal. I don't know if anyone has a list.

More info. What happens that it wont let you use it? Is there an error or it just doesn't open? What operating system?

I tried it today in my school's comp, and it worked!

Does anyone know where what address I'm suppose to put in Desmume's ARM9 memory for Black and White? (So I can know what seeds to look at, what frame I'm at, etc) I want to RNG abuse there since I can't find a way to convert the MTRNG check codes into a file that my cart will recognize.

Encounter slots? What is this, and how can I get one?

Encounter slots are ways of telling you what Pokemon you will get at a certain frame. Like if it says the encounter slot for sweet scenting in grass is 5 in HG, then you look at the list (link is provided there) and look for what Pokemon corresponds to that number.
 
For some reason pika timer seems to be lagging/skipping time. As I listen to the beeps, they are inconsistent and off it seems. Yesterday, it was working normally and I was very consistent on my delays. Now my delays are all over the place. Anyone know what might be the problem?
 
@Mastodon: If possible, make sure all other programs in your computer except Pikatimer are closed since they seem to be the cause of the lagging.
 
Running the same programs I was yesterday, and none of them are using up much of my cpu anyway. I've set it's priority to high, maybe that will work.
 
@Mastodon: Well, I guess it depends on your computer. I also have a Pikatimer and sometimes it lags even though I don't have any programs that are opened since my computer is slow.

Something wierd happened today... I was RNGing for a near-flawless Chansey and I realized I couldn't hit my seeds for over an hour. I did some tallying on what seeds I hit instead. My first seed that I tried to hit was 566. I adjusted my delays and stuff and tallied where I hit. I hit 565 14 times and 567 12 times and a few numbers further from 566. I was surprised because I thought I would eventually hit 566 but I never did >.>. I gave up and tried on another seed which was 586. Again, I hit all around it but never on it. I changed to 580 and could not hit that either. All these seeds I've been hitting around it. I finally was convinced that this had something to do with even numbered seeds so I changed my seed to 575... and I hit it on the first try...

Is this some very unlucky day for me for RNGing... or something with those few even-numbered seeds doesn't work?...

Nah, you just need to change Tackle and Harden with Rapid Spin and Ice Beam, lol. Thunder's quite good if you are for more damage, but Thunderbolt mostly does the job. So, your pick. :D

Yes!! I got my Shiny Shelder on HeartGold on my FIRST TRY! I even got the delay on my first try, what luck XD

I called Joey to advance my frame, even though he wanted to battle, and it still worked. :D

Anyway, congratulations.

Actually, the moveset I'll probably use on it is Rapid spin, recover, hydro pump, and ice beam. Electric type moves on starmie are kind of cliche and predictable IMO, so I'd rather make it less predictable and run a set like this as a rapid spinner and let another poke on my team cover thunder/tbolt. This is discussion for another thread though haha.
