I have a question
I'm on frame 228 of this seed 0805028A(using a Modest synch on PT)
The Encounter Slots is 6(looked on the Rporter)
I'm trying to RNG a Togepi,so I've activated the Pokèradar before to do the steps,but Slot 6 using Pokèradar is for Togepi,so why I have a Floatzel?
I've done a lot of radar abuse before,but this is very strange

It is best to catch a togepi 1st then find out which frame that togepi is on and advance from there.

I'm not sure, but to clarify your in the room with all the water/waterfall right? If not then you are indeed on the second floor and 1 is the encounter slot for Donphan.
I just finished radar abusing Vibrava, your best bet is to pick a seed with a high frame(at least 150) and test each individual frame for that seed till your radar pokemon appears. Reason being is the encounter slots don't seem to align for radar pokemon(and if they do its coincidental), I ended up starting my chain on frame 23 of my seed which had an encounter slot of 0(Vibrave is 6/7).
The big thing is to have a "shiny" spot with a certain seed. If you do then its a matter of testing frames like I said until you encounter your radar pokemon. From there, you have to do multiple things, 1st being to note where the next shiny spot is after catching the 1st pokemon in the chain, next take note of how many shaking(radar) spots there were, and finally you take the first pokemon that you just caught and figure out what your actual frame is(Occindentary in RNG reporter), then input all of that in this formula to get your journal flips:
Target Frame-Actual Frame-Radar Spot advances-Step advancemnt= X/2=Journal flips.
Remember turning counts as one, and turning+walking counts as 2. If you get an odd number remember to just do an extra turn somewhere on your route to the next shiny spot.
EDIT: Reason I recommend catching the first pokemon in the chain instead of fainting is because DPPt have a nasty habit of walking advancing 2 instead of 1, this ensures that you can check that you are on the frame you think your on.
How can I check the delay of shiny eggs in HGSS? I tried using "Generate More Times..." after generating some shiny spreads, and not only it says that the generated seed is invalid (???), but it also has a ridiculous delay (over 2000, and I searched for 488-492) when put in Seed To Time.

So I'm about ~6 hours into this Azelf RNG and, not having not my delay once in the time I'm starting to wonder if something's up. Namely, I cannot ever remember hitting an odd delay. Six hours worth of attempts between last night and this morning and every single one I can remember has been even. Is this... normal? Am I just getting unlucky? Or is there something that makes certain carts harder or inable to hit odd delays?
change your games year to 1 ahead that should let you hit odd delays :)
So there is something, huh? What's the deal with that, and is it always like this? Should I always avoid odd delays if I want a caught date in 2011?
Also, what about a year behind? I'd rather have a caught date of 2010 than 2012.

So I swapped to a 2010 catch date... and now my target delay is even. Haven't yet tried to catch it yet, but still, if now all I get is odds then this seed is basically unattainable isn't it?

Quick question: If you're 4th gen breeding, can you rng shiny-ness and IV/nature? Or is it one or the other
You can RNG both.
What you do is abuse for Shinies/nature/gender, etc.
Save before picking the egg up, once saved you can pick it up. Hatch it to make sure everything is correct. Restart the game, abuse for IV's. Pick the egg up, hatch it check everything to make sure it's right. If so, all done. If not, rinse and repeat.
Saving is the bad guy in 4th gen breeding, so only save if you absolutely have to.
i used to be able to hit all kinds of seeds, but my ss hits only odd numbered delays now. Not that I'm complaining, it allows me to fine-tune much better but did this happen to anyone else?
Change date to 1 year ahead/behind. If you're aiming for June 1st, 2011 change the clock date to June 1st 2010 or 2012 instead.
Most games hit either odd or even, though occasionally you'll get a game that can hit both. In the future, either stick in a GBA game into the DS or when your at the game menu scroll down and back up.
It doesn't allow you to hit odd/even delays, it simply changes the delay of what you're trying to catch to what your hitting. I don't recommend doing this though is is an option
If you do opt for the date change always go backwards, excluding wondercards, it makes the RNG not look as janky in my opinion.
To elaborate on what Winters said, depending on which 4th Gen game depends on the method on which you get shinnyness. I don't recommend breeding in DPPt as with NPCs you have to "calibrate" for every egg. For HG/SS you simply save in front of the Daycare woman, hit your shininess/nature/gender/ability delay then deposit the parents. Then save in front Daycare Man, pick up the egg confirm etc.
As stated above most games hit one or the other, all of my 4th Gen games hit only even delays, so odd delays tend to be something I avoid unless there is no other option.
Again not the option I recommend as inserting a GBA game or scrolling through the game menu allows you to achieve the same effect without messing with years.
