Well, the lowest frame that IV combination appeared on was 205, yes, and it went up to 300+.

Alright so, can someone explain the mechanics behind using a super rod in Plat/HGSS RNG? I don't think I saw it in a guide. How does RNGing fishing work?
And then can someone explain how that ties into RNGing a Feebas in Plat? ._. Like what encounter slot(s), if any, Feebas is supposed to be on.
I've been doing some calibration test within Plat recently and while I did find a consistency with my calibrated seconds I'm still bit confused on my delay. Is this kind of different between each delay considered normal?

Well I was trying to enter the game at a reasonable amount of time. Wasn't flat-out button mashing, but pressing the A button at a decent range. I went back at with, now with the intent of entering the game as fast as humanly possible. The result were a bit more consistent (usually getting a range between 600 and 608). Still got a few oddball reading here and there, but I'm 100% sure I entered the right time and Pokemon info for each reset.It is kinda strange you were able to enter the game in 14 sec, while the others are 15 sec. When calibrating you should enter the game as fast as possible.

I have just finish to RNG a chikorita(with a 31/30/31/x/30/30 adamant spread,just to try it).
You should save in front of the last step before elm call you,advance the frame going out(+4 of frame every seconds I think,cause the NPCs),the go in,speak with elm,and if you have hit the right frame the starter will be shiny(before to pick up too)
but remeber,every starter has a different starting frame,check them in the method 1 page in this topic
Feebas's frames jumps in an odd way, if you fish on frame 1, you could meet the feebas for frame 20 and if you fish on frame 10, you could still meet the feebas on frame 20, my only advice is to find a spread with at least 7 frames that give that desire spread and hope you land on one of them and you encounter a feebas.

Does that mean the starter's IVs/PID are generated before you talk to Elm?
No, when you pick them up.
If you RNG them shiny, when you go to pick them up, they will be shown as shiny! It's pretty cool!
So does this mean you can save after you talk to Elm, then hit your seed and advance and then take them? Or do you have to save a step before you talk to Elm like Fenix said.
Also, I have a seed (B1150781) that is only able to be hit during the hour 21, but I want to hit it during the day/morning so I can get a ditto from the Safari Zone without using blocks (Baoba is taking forever to call!). Is there any way to change the time of the seed?
When you hit it, savestate and change the time. Reload the savestate, and you'll have still hit the seed, but it will be morning.
Lol, I'm on a retail cart. So without an emu, there's no way?
Oh god, I forgot about that. Then you'll have to close your DS and wait for morning to come. But the frame will have advanced by a certain number for flipping the date IIRC.
