Basically. If you're quick, you can get the egg/encounter after you're done with Chatot without getting any more advancements, so you just need to account for the ones that happen while the season screen is fading.

Not really as you just have to adjust. The shifted starting frame what the NPCs shift your frame to. So when you get in the game mash x to open the menu, but the exit the menu and mash a to talk to the day-care man and receive the egg. Hatch the egg and just match it to one of the PID frames on the main page of the Reporter. That's your shifted starting frame.
 
I haven't RNGed in a while - what do the "True Starting Frame" / "Shiny Offset" options do in the newer RNG Reporters?

I had "Min Frame/Max Frame" and "Max Shiny Frame" as my options when I RNGed.
 
One of the floors (B1F if I remember right) has no moving NPCs, so you should try doing it there instead.

so I went to chargestone cave and did the stuff reporter said to. I hit my seed, but the pokemon wasn't the one I was looking for. Here's what I did: (1) took 128 steps with repel and 4 pokemon in my party to advance my frame to 5. (2) used sweet scent to attract a poke
I didn't focus too much on the PIDRNG part yet, but i know the exact route I took, so I can duplicate my results. My question right now is why wasn't it the correct poke that I was looking for?
 
Pidrng is what determines what pokemon you get via encounter slots. You need to pick a seed for which the shiny pid's encounter slot is the one you are looking for.

In addition, every step in an area with wild Pokémon (even using Repel) advances the PIDRNG by 2-3, so with 128 steps your target frame will have to be at least ~300.
 
Alright, I am officialy lost now. Here's what I want to get: Ferroseed, Relaxed with designated IV's, Encounter slot 4. I hit my seed, so the IV's were correct.
Here is what I got: Klink, Hasty, Encounter slot 1.
I used repel and took 128 steps and 21 turns with no moving NPC on the field, so the PIDRNG advanced to frame 298. I used sweet scent to encounter the Pokemon. However, on the Output, it says at frame 298, I should get Encounter slot 4 with a Naive nature. I'm stumped
 
ok now the search window comes up but it wont find anything it gets to about 400,000 then automatically closes
and thank you so much i was freaking out but theres more problems

Wild/stationary RNG is much easier if you get a seed on frame 1. Breeding is only easier in that you're more likely to find a good low-frame seed.

That just means it isn't finding anything. Are you sure the IVs and everything else are accurate?
 
hmm yeah i caught a swellow without moving at exactly that time. Its not when you turn on the DS its when you activate the game right? And i pokechecked it so i did move after but i didnt think that mattered. I did all of these things and put everything in exactly as i saw it. I dont know what else could be the problem.
 
It's the time you select the game from the main DS menu. Make sure it's in 24-hour time (so that's 8:00:00 am, not pm). Double-check the MAC address, since you already made one typo in it.

If none of that works, just try it again at a different time.
 
when making a chatot chatter, do you have to do each individually, or does the same chatter get used for all chatot?

When you record a Chatter for one Chatot, all Chatots get it. But if you deposit all Chatots in your party into the PC, then you have to record a Chatter again.
