In a nutshell, we try to keep the game as skill based as possible. Luck based effects take this skill away from the players and decide how the battle goes by RNG. Since evasion has very few ways of beating it, and most of these ways are inferior in every other way than other options, it was decided to just ban the offending things. Less RNG spam = more skill required to win = better game

Woops, my bad. I meant to say why are they NOT banned this gen. I'm a fool who clearly doesn't proof read...

I'm thinking about trying to breed a Relaxed Mega Venusaur (with Chlorophyll), and was wondering how important is its speed stat? Should I go for an IV of 31, or 30 for hp fire, or just not care? Would I be outsped by anything of importance if I opt for a lower speed IV?

I'm trying to breed a mixed attacker Absol. It's my first time trying mixed attackers, have no idea how their stats and nature should look like. Can anyone give me a template when it comes to mixed attackers? I'd like to know the general IV/EV spreads and Natures for mixed mons.

What specific threats do I want Bug Buzz for on Volcarona? After making an alt on showdown to mess around with it and reaching the high 1900s/low 2000s I'm running into a lot of situations where I find myself wanting HP Rock, and out of the moves I have (Fiery Dance/Giga Drain/Quiver Dance/Bug Buzz) Bug Buzz seems the least necessary.

It's defensive stats are bad, but that doesn't mean you should make them worse. Adamant (+Atk, - S Atk) would be much better, because you shouldn't be using its Special Attack anyway.

Actually if it's mega absol then it should use it's special attack as it has a very awesome special movepool and can muscle through Steel types with Fire Blast, and has access to BoltBeam.

It's very necessary, it is a powerful STAB and i needed to get past Dragon-types.

How does Huge Power work? Does it double the attack base (say Azumarill's base is 50, Huge Power doubles it to 100) or does it double the actual attack stat (say Azumarill's max attack at base 50 is 218, it doubles to 436?)

Same question for Choice items, Life Orb and Assault Vest?

About Pixiliate, Bulbapedia says:

Pixilate causes all Normal-type moves used by the Pokémon to become Fairy-type and receive a 30% boost.

Is it 30% on top of STAB?

Yes, same for Aerialate. That's why hyper voice is better than moonblast for sylveon and m-gardevoir

moonblast: 95 * 1.5 = 142.5
hyper voice: 90 * 1.5 * 1.3 = 175.5

I thought m-Pinsir's Quick Attack becomes base 53, if that's the case, then STAB isn't calculated..

Or is it not 53?

How many speed EVs should a timid Accelgor be running this gen? I mean, I was just gonna go with 252, but I wonder if that might be overkill.

72 Spe EVs with a positive nature outspeeds Greninja which is the fastest OU Pokemon. If you want to run Modest (or any other non speed boosting nature) you would need to run 208 Spe EVs to outspeed Greninja. There isn't much reason to go any faster than this unless you want to outspeed modest mega alakazam/+1 Mega Gyarados/+1 Dragonite in that case you need 152 Speed EVs whith a positive nature.

So I'm thinking of breeding some Togepi (Togekiss) in 4th gen for Defog. I was planning on doing all 4 -Attack natures but was wondering if it was worth it to do all four. Are there any that aren't worth it, say Modest?

Depends. Do you want an offensive Togekiss or just a tanky one? If yes, then Timid or Modest, if no, then Bold or Calm, depending on your preferred spread.

Yeah, I get that. I was asking more for trading purposes; I know what I want/like but wanted to know if there are any that just aren't worth it. I'm really enjoying that RNG is somewhat dead due to it not being cracked for 3DS, and that the Wi-Fi forum is active. It's motivated me to beef up my trade thread a bit, which is why I asked.
