Level 89 Jolly Shroomish with 60 Speed EVs. (You can use Spore the first turn for the added aid.)
level 100 chansey with 13 speed IVs is 118 its the one I use I can determine both HP and Speed using stoss and teach it thunderwave to catch it easier
I was thinking about a Lv.100 Timid Parasect with 48 Spe EVs, but this one is a lot better! how didn't I think of Shroomish from the very beginning? Thanks!
Parasect works too—probably better in fact since it learns False Swipe too—and 50 Speed EVs can be obtained easily enough with 5 Carbos's, but at level 100 it won't necessarily obey you every turn (unless you bred/caught it on the game in question); since you only have 7 badges by the time you are forced to catch Xerneas.

Nah I got myself covered with that, A Timid Lv.66 Parasect with 48 EVs AND a Choice Scarf will do it just fine, I only need it to Spore and Speed creep Xern anyway.
